Description
NASA/MSFC has a requirement for one each Ultima APX camera system using all solid state storage capable of fitting into a very small area and capable of photographing in low light levels. NASA/MSFC intends to purchase the item from Dynamic Imaging, LLC, the US representative for PHOTRON, manufacturer of the Ultima APX camera system. A search of commercially available imaging sensors using all solid state storage with the desired attributes resulted in selection of the PHOTRON system. This system utilizes a remote camera head capable of being placed in space restricted locations. Additionally the sensor employed on the APX has large pixels for low light levels. The manufacturer also has an image intensified sensor capable of working with the recording system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 18, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B". Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-6,52.222-3,52.222-19,52.222-21,52.222-26,52.222-35,52.222-36,52.222-37,52.225-3,52 .225-13,52.232-33.
