- NASA/MSFC has a requirement for a SIXTEEN (16) CHANNEL PRECISION POWER SUPPLY & LOCKING COUNTING DIAL FOR DATA ACQUISITION. It does NOT include bus power. The voltage output range is from zero to fifteen volts. A quantity of seven (7) Each of the two items shall be procured. NASA/MSFC intends to purchase the items from PPM Instruments of Cleveland, OH. Extensive market research revealed subject vendor alone to possess requirements in stock, i.e., not having to custom build the items. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time, September 18, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B". Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-6,52.222-3,52.222-19,52.222-21,52.222-26,52.222-35,52.222-36,52.222-37,52.225-3,52 .225-13,52.232-33.
