- The Missile Defense Agency (MDA) awarded a $44M, 42 month, Cost Plus Fixed Fee contract to SPARTA on July 3, 2003 to provide discrimination algorithm and decision architecture prototype development for Project Hercules. The current period of performance expires on November 30, 2006. MDA intends to extend the period of performance (POP) and increase the ceiling value of this SPARTA Decision Architecture (DA) contract HQ0006-03-C-0049 by two years and an estimated twenty million dollars respectively. Under this contract, Sparta develops advanced discrimination and tracking algorithms and applies advanced decision theory to future Command Control Battle Management Communications (C2BMC) concepts. Sparta will continue to provide these capabilities identified by C2BMC in blocks 2006, 2008, and 2010. These changes are necessary to avoid C2BMC schedule delays on Decision Architecture (DA) components that Project Hercules, under the Advanced Technology (DV) Deputate, delivered to C2BMC or capability Project Hercules will provide identified by C2BMC in blocks 2006, 2008 and 2010. Sparta has a key understanding of delivered and in-development prototype software that supports near-term C2BMC capability. Sparta has developed and delivered the multi-sensor discrimination capability, the Integrated Engagement Planner (IEP), and also missile-type classification, all of which support C2BMC Block 08 capability. Furthermore, the Decision Architecture has developed several additional components that are in the final stages of Project Hercules development with an intended transition to C2BMC in the 2007/2008 timeframe. Due to the maturity of the algorithms and the Project Hercules commitment to integration of not only delivered but pending capabilities, Sparta is the only contractor whose personnel have the expertise to support the integration of and improve the delivered software within the required timeframes. At least a two-year delay would result with a change to a different contractor. The proposed contract action is for algorithm development and integration support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement in writing by no later than September 22, 2006 to Shirlee R. Madeloff via e-mail at Shirlee.Madeloff@mda.mil. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed extension based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
