Description
Project Description: This acquisition is necessary to meet SSA continued needs to provide all SSA health and safety representatives nationwide with annual training related to their work environment. Training is intended for office occupational safety and health representatives located at SSA facilities nationwide in order to meet the requirements of 29 CFR 1960 and SSA/AFGE Agreement, Article 9. SSA has been fulfilling this requirement in a web-based format. The existing training courseware was previously developed and copyrighted by Pure Works, Inc. The courseware is hosted on Pure Works??? server and is accessed via the Internet. Most safety training vendors offer course content primarily related to high hazard industrial environments. The majority of SSA employees work in an office environment, therefore training related to high hazard industrial environments in inappropriate. Pure Works is the only vendor that offers the variety of office-focused courses required. In addition, Pure Works has developed these SSA-specific courses that are now part of the course library and must continue to be available to SSA health and safety representatives. These courses serve as both a reference for existing representatives and a training tool for new representatives. Negative Impact: The cost of implementing a new product would not be cost effective and would be counter productive. Elimination of Pure Works as the vendor would remove the necessary courses from the course library and necessitate significant redevelopment workloads and costs of creating a new library with a new vendor. A new vendor could not re-create the same courses now available in our library. Current courses contain Pure Works off-the-shelf copyrighted material and are maintained on the Pure Works server. The use of two separate vendors (Pure Works for existing courses and a new vendor for new courses) would not be cost effective or practical. Development time and costs to create new courses under a new vendor would delay the training of SSA employees for 6-9 months or possibly longer. Basic set-up, review, testing and implementation to accomplish the use of the new courses would result in extensive time delays and impractical costs.
