- Detailed Project Description: This acquisition is necessary to meet SSA continued needs for application development of data preparation for import into the SSA Drawing Information Management System (DIMS). The existing Electronic Document Management System (EDMS) application and WD3 and CAD Trak EMDS applications are proprietary to Bamboo Solutions Corporation. This application has been tested extensively by SSA and the application is ready to go into production for central office facilities personnel. The next phase of development will focus on regional data import and deployment. The WD3 application will be used to control and manage access / revision of SSA building plans. Additional applications development shall focus on restoring viewer functionally to mark-up and annotate drawings electronically and develop a project tracking application to replace the current stand alone application currently used by SSA regional teams and SSA contractors. The new application development must support electronic data import for SSA regional building data and be consistent with all remaining SSA building import utility development for SSA Headquarters campus in Woodlawn. DIMS will support enhanced security and revision control of SSA building information guaranteeing that SSA building information is accurate and available to authorized SSA personnel instantaneously from a desktop PC. Additionally the DIMS application will provide essential SSA infrastructure identification as required under presidential mandate Homeland Security Presidential Directive 7 (HSPD-7) to SSA COOP staff members and local emergency response services during emergency situations. Negative Impact: The cost of implementing a new product purchase would not be cost-effective and counter productive. With major appropriation cuts in FY07 the likelihood of funding this type of project would be remote at any point in the foreseeable future. The time factor to process another Special Expense Item (SEI) funding request would delay this project by another 2-5 years or possibly longer. The investments in SSA hardware and software recourses would be extensive the initial award and supplemental IT funding of more than $700K would be lost on this project. This would result in a loss of more than 170 work years for DCS and DCBFM resources allotted for this project. The implementation also required extensive changes in the Shared Hosting Environment (SHE). Those basic setup costs would have to meet again with new contractor. Staff costs would be repeated to accomplish the roll-out of the new product. This includes a substantial loss of training funds expended by OFM since the project award of more than $125K to train facilities personnel on WD3 and AutoCAD applications. To bring another contractor and application onboard at this time would cause extensive delays (6-9 months) for a new contractor to develop the appropriate electronic process models for OFM business to business and business to client workflows. A new contractor would also have a considerable learning curve for SSA testing processes and procedures.
