Description
In accordance with Simplified Acquisition procedures, the National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB), plans to procure, on a sole source basis, for a measurement of serum and tissue hormone assays from samples collected from men of several ethnic groups to investigate whether serum levels of hormones reflect intraporstatic androgenicity in prostate tissue, from the University of California, Keck School of Medicine, WCH 1M2, 9032, 1240 North Mission Road, Los Angeles, CA 90033. The North American Industry Classification System Code is 541710 and the business size standard is 500 employees. The HREB is carrying out a methodologic study in several ethnic groups, including U.S. and China, to investigate whether serum levels of hormones reflect intraprostatic androgenicity. The primary objective of the Prostate Tissue Study is to correlate serum and tissue levels of hormones in order to understand whether serum levels of hormones in reflect cellular androgenicity in prostate tissue. The Prostate Tissue Study is collecting serum and tissue samples from African Americans, Caucasians, Asian Americans, and Chinese men living in China, diagnosed with prostate cancer, benign prostatic hyperplasia (BPH), or bladder cancer undergoing prostatectomy. Hormone levels in prostatic tissue will be measured and compared with serum levels and polymorphisms of hormone-related genes. This study is the first of its kind to investigate androgenicity in target tissue directly and will help guide future epidemiologic studies on prostrate cancer. The University of Southern California will measure 270 serum and tissue hormones by radioimmunoassay. Serum and tissue levels of testosterone (T), dihydrotestosterone (DHT), 3 alpha diol G, estrone, estradio, androstenedione, and sex hormone binding globulin (SHBG) will be measured in the 270 serum and tissue samples. Estrone, estradiol, androstenedione, and testosterone would be quantified by extraction/chromatographic RIAs, and 3-diol G and SHBG by direct chemiluminescent immunoassays. The University of Southern California School of Medicine is uniquely qualified to carry out this effort because they are the only lab that passed the pilot test that can perform both serum and tissue assays reliably. This is the only lab that can perform estrogen assays using the column separation method prior to radioimmunoassay. This method provides reliable and accurate androgen and estrogen measurement in serum and in tissue. Most labs now perform direct assay using RIA kit purchased from manufacturer. This kind of assay has large cross-reactivity and is not suitable for estrogen assays in male samples. The main reason is that their assay is different and is specific enough to measure estrone and estradiol accurately. Other assays do not have this capability due to cross reaction of the assays. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above services, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by September 22, 2006 at 1 PM. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
