- In accordance with Simplified Acquisition procedures, the National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB), plans to procure, on a sole source basis, for Mutational Spectrum Analysis of the Von Hippel Lindau Gene in Kidney Tumors from Cases enrolled in the Eastern European Renal Cell Cancer Study from Transgenomic, Inc., 12325 Emmet Street, Omaha, NE 68164. The North American Industry Classification System Code is 541380 and the business size standard is $11M. The OEEB is studying the variability of kidney cancer across Central and Eastern European countries that are from a low of 9.0 per 100,000 men in Budapest to a high of 17.0 per 100,000 men in the Czech Republic. The countries of Central and Eastern Europe have experienced serious occupational and environmental health problems because of insufficient resources for improvement of old fashioned technologies and replacement of worn out equipment to reduce exposures. The greater chance and more diverse levels of exposures to occupational carcinogens in this part of the world present a unique opportunity to assess the risks of cancer. Transgenomic will perform an analysis of the mutational spectrum of exons 1-3 of the VHL gene for approximately 400 DNA samples extracted from frozen tumors. The DNA samples are from the cases enrolled in the Central and Eastern European RCC case-control study. For approximately 20% of these samples, (N=80), promoter hypermethylation analysis of the VHL gene will also be conducted. Transgenomic, Inc. is uniquely qualified to carry out this effort because they are the only laboratory that analyzes promoter hypermethylation using bisulfite treated DNA and sequence analysis. Additionally, Transgenomic previously performed VHL mutational spectrum analysis and a pilot study of VHL promoter hypermethylation for the Central and Eastern European RCC study with high throughput that will allow for comparability of the results from these analyses to the previous study. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above services, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by September 22, 2006 at 1 PM. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
