- In accordance with Simplified Acquisition procedures, the National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis, for the Detection and Identification of Chlamydai trachomatis (CT) genotypes to assess the relationship with the risk for human papillomavirus (HPV) persistence and risk of cervical cancer. With Delft DDL Diagnostic Laboratory, 2275 CX Voorburg, The Netherlands. The North American Industry Classification System Code is 541380 and the business size standard is $11M. As a result of the CT screening for the NIH sponsored HPV vaccine trial conducted in Guanacaste, Costa Rica, CT was found to be highly prevalent. The extremely high point prevalence indicates that CT could be an important part of HPV infections. However, CT has not been studied prospectively with large numbers based on the best DNA methods to determine the variety within a heterogeneous group. Using the 1100 stored DNA specimens from the prospective work in Guanacaste from the HPV vaccine trial and natural history, the relationship can be studied utilizing the novel multiplex PCR assay. Contractor shall analyze 1,100 specimens (previously extracted for DNA under a previous contract). Unused, extracted DNA shall be stored at -80oC. The contractor shall document lot numbers of kits used for extraction and any ascertainment of DNA quality. An Excel file shall be provided to the NCI for each batch with the following data: Identifier, extraction date, test date, kit lot, name of laboratory technician performing the assay, and CT results. Data for any controls shall also be provided. The contractor shall also provide bpm files of scanned blots (48/image) and any data generated from any image analysis of the blots in an Excel file. The contractor shall document any failed tests. The Delft Diagnostic Laboratory is the only contractor known to the NCI and is uniquely qualified to carry out this effort because they have developed a new PCR-based CT genotyping method known as the Hybrid Capture? 2 CT/GC DNA Test. In order to reliably identify single and mixed infections of CT genotypes, a reverse hybridization method was developed. This assay first permits identification of the three major CT serogroups, i.e. the B-complex, the C-complex, and the intermediate complex. Secondly, the assay further determines the presence of specific serovars within each of the three serogroups: Serovars B, Ba, D, Da, E, L1, L2, L2a (serogroup B), serovars A, C, H, I, Ia, J, K and L3 (serogroup C) and serovars F, G, and Ga (intermediate group). This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above services, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by September 22, 2006 at 1PM. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
