- This is a modification indicating that the solicitation and all attachments have been uploaded into FEDBIZOPPS. The due date for proposals is October 10, 2006, 2:00 p.m. Eastern Standard Time. Proposals can be sent via email at linda.p.mullen@uscg.mil with subject as RFP Number HSCG23-05-R-ECB018. Mail deliveries should be sent to Commandant (G-ACS-1/LM), USCG Headquarters, 1900 Half Street, SW, Washington, DC 20024, Room 1100/0234. If sent via mail, please submit an original and two (2) copies. This is a 100% SMALL BUSINESS SET-ASIDE. The Department of Homeland Security (DHS)/United States Coast Guard (USCG) has a requirement for the fabrication and delivery of steel ocean buoys. The steel ocean buoys shall be used as aids to navigation. The steel buoys shall conform to the DHS/USCG, Ocean Engineering Division, Specification for Fabrication of Steel Ocean Buoys, Specification No. 464, Revision I, dated April 10, 2006. The following buoy types will be required: 9x35LWR, 9x32LR, 9X20BR/GR, 8x26LR, 8x26LWR, 8x21LR, 7x20LI, 7x17LR, 6x20LR, 5x11LNR/LCR, 3 1/2x8LNR/LCR, 1NR/CR, 2NR/CR, 3NR/CR, 3NI/CI, 5NR/CR and 5NI/CI. Replacement towers for various buoy types, radar reflectors, buoy solar battery boxes, and painting with Safewater and Preferred Channel Paint Schemes will also be required. All Technical documents (specifications and drawings) will be provided in a digital format, as attachments to the solicitation. The drawings will be provided in the AutoCAD format (dwg). The specifications will be provided in the Adobe Acrobat format (pdf). First article testing and approval of an 8x26LR with solar battery box, 7x20LI and 2NR will be required. The contract will be a Firm-Fixed Price Requirements type for a base year and four option years, with delivery orders issued FOB destination. The NAICS Code for this acquisition is 332313 and the small business size standard is 500 employees. This will be a Request for Proposal, and it is anticipated a solicitation will be available for download from FedBizOpps, at www.fbo.gov around mid to late June 2006, with proposals due 30 days after issuance of the solicitation. Interested small businesses are encouraged to review FedBizOpps daily until the solicitation becomes available.
