- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation 06-Q-U084 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. (iv) This procurement is being issued as a 100% Small Business Set-Aside under NAICS code 333513 and small business size standard 500 employees. (v) (1) PIRANHA SHEARS W/STANDARD EQUIPMENT, MODEL: 1/4-10 OR EQUAL PRODUCT, QTY: 1 EA. (2) PIRANHA SHEARS OPERATOR ENHANCEMENT PACKAGE OR EQUAL PRODUCT, QTY: 1 EA. (3) FREIGHT (4) RIGGING (vi) 52.232-18, Availability of Funds, applies to this acquisition. This is an unfunded requirement, funds are not yet available. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (vii) Delivery is to take place 30 days ARO. FOB Destination is preferred to 355 CES/CEOCS, 3791 S. Third St., Davis-Monthan AFB, AZ, 85707 (viii) The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. (ix) 52.212-2, Evaluation--Commercial Items applies. Quotes will be evaluated on price. (x) Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, or complete on ORCA website: http://orca.bpn.gov/ with its offer. (xi) Clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
