- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This soliciation, FA2517-06-T-6103 , is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquistion Circular (FAC) 2005-02. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 561320 and the small business size standard is 12.5 million dollars. The following commercial items are requested in this solicitation; please see attached statement of work. Period of Performance is 1 Oct 2006- 30 Sept 2007, Services will be rendered at 21 MSS/DPF 135 DOVER ST STE 1055 RM 1016 PETERSON AFB CO 80914. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. FAR 52.212-2 (a)(i)(ii)Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. The Government reserves the right to award on a multiple award or an all or none basis. Quotes are required to be received no later than 12:00 PM MST, Wednesday, 13 Sept 2006. STATEMENT OF WORK FOR 21 SW AIRMAN & FAMILY READINESS CENTER DISCOVERY CENTER SPECIALIST 1.0 SCOPE OF WORK The contractor shall coordinate all activities within the Peterson AFB Airman & Family Readiness Center?s (ARFC) Discovery Center; orient customers to available resources; and provide computer support on the use of the various software programs. The contractor shall input data and keep it up to date in the Family Integrated Result Statistical Tracking (FIRST) database system. The contractor shall provide information and referral services, to include back-up for front desk personnel. Duties are to be performed at 350 Dover St., Suite 1016, Peterson AFB CO 80914. 2.0 HOURS OF WORK The contractor shall perform the services required under this contract during the following hours: Monday through Friday between 0730 and 1630 hours. Lunch will be one hour. The contractor will work a maximum of 40 hours per week. The contractor is not required to perform service on federal holidays. Contractor will submit a monthly invoice indicating hours worked to the designated representative. In the event of absence, the payment for the applicable invoice period will be prorated. Contractor will notify the A&FRC representative at least two weeks prior to any planned absence. Hours may be adjusted with prior approval from designated representative in advance of work performed at which time there will be an adjustment to the duty day. 3.0 CONTRACTOR PERSONNEL The contractor shall have working knowledge of the Air Force, Airman & Family Readiness Centers, Discovery Center functions, available resources in both the A&FRC and local community, Microsoft Office XP, FIRST, FAMNET, SITES, Crossroads, and EUREKA. 4.0 DESCRIPTION OF SERVICES The contractor will provide services contained in this Statement of Work assisting the Airman & Family Readiness Center staff in providing a full range of readiness resources and information in the following areas: transition assistance, employment, relocation, volunteerism, financial and family life education, and family readiness. 4.1. Contractor will provide technical assistance to users of the Discovery Center, assisting in the operation of computer-based programs, as specified in requirements below, and other programs available in the Discovery Center. Contractor will contact Work Group Manager (WGM) for assistance when encountering hardware/software problems and keep the designated A&FRC representative informed on the status of the problem until it is resolved. 4.1.1. Report improper computer use and any signs of viruses or server/network trouble. 4.1.2. Once shown the proper procedures, install computer software/equipment and update configuration and documentation. This will include relocating and replacing equipment as required. Maintain software library and original program media. Ensure backups are made of all original media. 4.1.3. Assist clients with technical questions concerning use of computers and computer programs, to include formatting materials to be printed and operation of other electronic equipment. 4.2. Prepare and distribute information to users. Promote user awareness of the Discovery Center itself, the A&FRC and available resources through written materials, IT communication, and briefings. 4.2.1. Maintain reference library to include books, videos, CDs, websites, information, referral services and computer resources. Check in and catalog new materials within one week of receipt into FIRST, develop lists of all resources, and make recommendations for ordering additional or updated resources. As a part of this, maintain a cataloging system for print and video materials, and be able to assist clients in locating and selecting appropriate resource materials based on their needs. 4.2.2. Access the Quality of Life Network (QoLNet) and Internet Service Provider (ISP) accounts and assist people who wish to use them. 4.2.3. Display newly acquired materials and maintains job leads in an area designated by the A&FRC management, and change each week or as needed. 4.2.4. Monitor use of materials and make recommendations when necessary for acquisition of additional materials or safeguarding of any stock. 4.2.5. Accountable for materials. Responsible for checking in/out resource materials through FIRST or other designated method. Follows-up on materials not returned within the time frame established by A&FRC management. 4.2.6. Inventory all materials quarterly no later than the last working day of the last month of the quarter. Report any loss or damage to the A&FRC management the next duty day. 4.3. Ensure that adequate house-cleaning is accomplished each day to keep the Discovery Center in an orderly manner. 4.4. The contractor will provide information and referral services to clients seeking assistance with services which include finances, transition, career opportunities, volunteerism, relocation, family life, and readiness preparation, as well as have working knowledge of associated technical programs. 4.4.1. Input and maintain accuracy of data and resources in the FIRST system. Input and keep current information on service organizations and make appropriate referrals to both on- and off-base agencies.. 4.4.2. Keep current knowledge on local community and on-base referral agencies. 4.4.3. Use appropriate information and referral techniques: where to find needed information, who to refer customers to, how to deal with a variety of stressful situations, as well as how to identify potential candidates for A&RFC services (e.g., Heart Link, morale calls, job search classes). 4.4.4. Determine the needs of customers who call or come in with a variety of family issues and connect them with appropriate staff, watching for opportunities to raise awareness of A&FRC programs and services. 4.4.5. The contractor will assist with receptionist duties as required. 4.4.6. Will electronically out-process military personnel IAW established procedures, ensuring accountability of Discovery Center resources. 5.0 DELIVERABLES Provide A&FRC management a monthly client usage report in the format established by A&FRC management not later than the fifth working day of the month. Maintain statistics on resources used by clients and develop charts, logs, and statistical summaries as directed by A&FRC management. Maintain accountability of resource materials and make recommendations for resource materials. Produce marketing materials for the Discovery Center as required. 6.0 SECURITY REQUIREMENTS 6.1. Physical Security. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured. 6.2. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained. 6.3. Retrieving Identification Media. The contractor shall return all identification media prior to contract expiration or termination of service. 6.4. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. 7.0 CONTROLS OVER WORK 7.1. The Airman & Family Readiness Center team representative who oversees the Discovery Center will be responsible for reporting on compliance of the contract and provide oversight. 7.2. The contractor is prohibited from receiving any moneys or benefit from any source as a direct or indirect result of the counseling or services provided by the Airman & Family Readiness Center. 8.0 OTHER SIGNIFICANT FACTORS/QUALIFICATIONS 8.1. Have a minimum of at least one year of related experience in a customer services environment, 48 college accredited semester hours, or a combination of education and direct work experience. 8.2. Be familiar with using a personal computer and be familiar with Microsoft computer software applications. 8.3. Be able to recognize military rank structure and work effectively with diverse groups. 8.4. Be able to speak, write and understand the English language fluently. Have basic communication skills appropriate for the professional environment. 8.5. Contractor will dress in appropriate business attire while in performance of contract. 8.6. Gain competency of duties within 30 calendar days. 9.0 QUALIFICATION SUBMITTALS 9.1. Resume. 9.2. References, no less than two. 9.3. College transcripts or proof of qualifying work experience. 10. GOVERNMENT FURNISHED PROPERTY OR SERVICES The Government will provide workspace, desk, personal computer, associated equipment, and office supplies.
