- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-06-T-0197 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the lastest edition of the Federal Acquisition Circular. This solicitation is issued on an Unrestricted basis, NAICS Code 721110; MARRIAGE ENRICHMENT RETREAT STATEMENT OF WORK Services for the delivery of four Marriage Enrichment Retreats conducted by the Spiritual Fitness Division (SFD) Southeast formerly known as Chaplains Religious Enrichment Development Operation (CREDO) Southeast and sponsored by the Chief of Chaplains (N097A2). BACKGROUND SFD Southeast provides specialized forms of ministry and support services for Active Duty, Reserve and retired members of the Navy, Marine Corps and Coast Guard and eligible family members. These sea service personnel are enabled to develop personal and spiritual resources and grow toward increased functional ability, religious maturity and acceptance of responsibility. Personnel are helped to resolve personal and professional concerns so as to be of greater useful service in their military occupations. The primary form of SFD ministry uses a retreat format for sea service and Marine Corps personnel and their eligible family members. In order to remove people from the pressures and entanglements of daily life, these retreats are held at civilian sites. Marriage Enrichment Retreats are conducted from Friday afternoon (48 hour retreats) through Sunday afternoon. SPECIFICATIONS 1.0 General. 1.1 The retreat site must be located within two hours commuting time of Naval Air Station, Pensacola Florida. 1.2 The retreat site must provide privacy for participants dealing with personal, confidential issues. 1.3 The retreat site must have staff personnel available throughout the retreat who are authorized to take immediate action to resolve site problems. 1.4 A telephone shall be available at the retreat site for receiving incoming calls and making outgoing calls limited to the local area as approved by the Retreat Leader. 1.5 All retreat facilities used by SFD Southeast must be clean and neat upon arrival. 1.6 Heating and ventilation must have the capacity to maintain temperature between 68 and 75 degrees in all retreat facilities used by SFD Southeast. 1.7 The retreat site shall have year round inside and or outside recreational facilities and equipment. 1.8 Transportation by automobile or van must be available at the retreat site in case of medical emergency. The contractor will brief the Retreat Leader on resources for use in an emergency situation, such as fire extinguishers, first aid devices, etc. 1.9 Contractor shall comply with all state and local fire and sanitation regulations. 1.10 Smoking shall be allowed in designated areas adjacent to the meeting rooms used by SFD Southeast. Contractor shall provide receptacles for smoking materials. 1.11 Contractor shall provide notification (verbal or written) two weeks in advance of any disruption of retreat facilities or retreat atmosphere. The Director, CDR Peter St Martin, CHC, USN, may be contacted at (904) 270 6958. 2.0 Berthing. 2.1 Separate rooms provided for each of 15 participant couples and 1 SFD Facilitator couple, with each couples' room providing two double beds (or one double bed and one single bed). A total of 16 rooms are needed. 2.2 Separate toilet facilities and bathing/showering facilities for each room maintained in sanitary and good working condition. 2.3 Berthing spaces shall be furnished with blankets, linens and towels. 2.3.1 Towels shall be changed daily. 3.0 Meeting Rooms. 3.1 Plenary meeting room with minimum 750 square feet for 32 people to sit on chairs in one large circle with six to twelve inches space between each chair. 3.1.1 Meeting room must be self-contained and separate from any other personnel who may be using the retreat site and provide freedom from outside distraction or interference during the retreat process. 3.1.2 Provide 32 portable chairs for the plenary meeting room. 3.1.3 Provide TV/VCR set up of adequate size to be seen by 32 participants. 3.1.4 Provide three portable tables (approximate size three feet by six feet). 3.1.5 Provide window coverings, either curtains or blinds, for relief from outside distractions. 3.1.6 SFD Southeast furnishes and plays recorded music throughout the retreat beginning Friday evening. 3.2 Separate toilet facilities for males and females maintained in sanitary and good working condition shall be provided. These facilities must be located within a one-minute walking distance of the plenary meeting room. 4.0 Beverages and Snacks. 4.1 Coffee (both regular and decaffeinated), tea, hot chocolate, cold juice and water shall be available at all times. Sugar, a sugar substitute, cream and a cholesterol free cream substitute shall be available. 4.2 The contractor shall provide cups, napkins and stir sticks. 4.3 Snacks shall be available by 2000 on Friday and 1900 on Saturday evening of the retreat. Snacks shall consist of cookies and an alternate item such as fruit or raw vegetables; coffee and an alternate beverage such as punch or fruit juice. 4.4 Beverages and snacks shall be served indoor within or immediately adjacent to the plenary meeting room. 5.0 Meals. 5.1 Meal times shall be as follows: TIME MEAL Friday 2000 Snacks Saturday 0730 Breakfast 1200 Lunch 1730 Dinner 1900 Snacks Sunday 0730 Breakfast 1200 Lunch 5.1.1 Meal times are approximate and should be flexible within 30 minutes at the discretion of the Retreat Leader. 5.1.2 Each meal period shall extend for one hour with all persons served within the first thirty minutes of that period. 5.2 The contract shall not pay any expense for alcoholic beverages or consumption of alcohol. The retreat program discourages use of alcohol but charges for alcohol is the responsibility of the individual purchasing it. 5.3 On full session days, three balanced meals shall be required. 5.3.1 Sample Breakfast Menu: Juice Milk (Regular and Low Fat) Cold Cereal Toast (White and Wheat) Eggs and Meat Entree (Bacon, Ham or Sausage) or alternate of Waffles, Pancakes or French Toast with Syrup Potatoes Fruit (Fresh, Frozen or Canned) Butter and Butter Substitute Jam, Jelly, Honey, Catsup, Salt, Pepper 5.3.2 Sample Lunch Menu. Juice Milk (Regular and Low Fat) Soup and Crackers Green Salad with Vegetables; Regular and Low Fat Dressings Sandwich with Selection of Meats Condiments for Sandwiches (Cheese, Lettuce, Tomatoes, Onions, Pickles, Relish, Mustard, Catsup and Mayo) Bread/Butter and Butter Substitute French Fries or Potato Chips Dessert or Fruit (Fresh, Frozen or Canned) 5.3.3 Sample Dinner Menu: Juice Milk (Regular and Low Fat) Soup and Crackers Green Salad with Vegetables: Regular and Low Fat Dressings Hot Entree (Meat, Fish or Poultry) Potatoes or Casserole Hot Vegetables Fruit (Fresh, Frozen or Canned) Bread/Butter and Butter Substitute Dessert 6.0 Retreat Contract Notes. 6.1 Rental facilities are required for four weekend retreats to be conducted after 15 September 2006 and before 14 September 2007. The process will begin at 1900 on Friday and conclude at 1300 Sunday. 6.2 The retreat will consist of 15 married couples and 1 SFD Retreat Facilitator couple; a total of 32 participants. 6.3 The Government may cancel the scheduled retreat session at no cost providing that the cancellation notice is given not less than 60 days prior to the scheduled arrival time. If cancellation is required with less than 60 days notice, the Government may be accessed a $____ cancellation charge. 6.3.1 A cancellation charge will not apply in the case of Acts of God or emergency military operations with a 24 hour notice prior to the scheduled arrival time. 6.3.2 The government will be allowed a __% shrinkage without cost based on the attendance shown in paragraph 6.2 above. The government may be accessed a charge of $____ per person per night reserved for any reduction in number greater than this __% allowance. 7.0 Designation of Government Point of Contact. Funds are presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for the contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Payment will be made via the government credit card that is tax exempt; contact the purchase cardholder for credit card information. Once the contractor processes the credit card please submit a paid invoice to the SFD office.
