Description

Under the authority of FAR 6.302-1, Only One Responsible Source, the U.S. Census Bureau intends to negotiate a sole source order with PostalSoft dba Business Objects Americas, located in San Jose, California, for an upgrade of PostalSoft Desktop Mailer software currently at the Census Bureau?s National Processing Center in Jeffersonville, Indiana. This software was developed in conjunction with the United States Postal Service (USPS). The upgraded software is necessary to ensure that the Census Bureau?s mailings are in compliance with USPS Coding Accuracy Support System (CASS) standards, Presort Accuracy Validation and Evaluation (PAVE*) certification rules, National Change of Address (NCOA), Delivery Point Validation (DPV), Locatable Address Change Service (LACS). Address Not Known (ANK), and new regulations governing discounts. Business Objects Americas is the only known source for this software. This is not a solicitation announcement or an invitation for bids. Information received regarding this announcement will only be considered solely for the purpose of determining whether to conduct a competitive procurement. Otherwise, the Census Bureau believes it is in its best interest to award an order to Business Objects Americas for the PostalSoft software.
