Description
The National Cancer Institute (NCI) Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis, services regarding: Risk of Monoclonal Gammopathy of Undetermined Significance (MGUS) and subsequent multiple myeloma (MM) among African-American and white Veterans in the United States with Baylor College of Medicine, One Baylor Plaza, Houston Texas 77030. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. The purpose of this requirement is to examine inflammatory and immue-related conditions as risk factors for MGUS development among African-Americans versus Caucasians, conduct a cohort study to characterize risk-factors for progression from MGUS to MM by race. This study will provide important information on determinants of increased risk with direct implications on future research aimed to understand the etiology of MM. In general, African-Africans have been underrepresented in studies of hematologic disease and its precursors. Researchers at the Baylor College of Medicine are experts in the research of epidemiology especially in populations based studies including immune stimulatory exposures and subsequent cancer risk. This experience is required in order to perform the aforementioned services. Baylor College of Medicine is the only source known to the NCI that can meet the above requirement. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on September 25, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
