Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis, gene expression: 1) amplification of RNA, probe synthesis, hybridization to CodeLink microarrays and data analysis with GenUs Biosystems, Inc. 1808 Janke Drive Northbrook, IL 60062. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541380 and the business size standard is $11M. The purpose of this requirement is to provide full service gene expression analysis using the CodeLink technology which shall include amplification of the RNA as provided by the NCI, probe synthesis, hybridization to CodeLink miocroarrays, scanning of the microarrays and data analysis. GenUs Biosystems, Inc, is the only source known to the NCI that can provide gene expression analysis using the CodeLink technology and GeneSpring software. In order to be able to expand and complete the ongoing research using these treatments, the micro-array analysis must be compatible with previous experiments. In addition, GenUS Biosystems, Inc, is the only accredited, certified commercial provider of the General Electric (GE) CodeLink bioarray services. Changing variables at this time will be detrimental to current gene expression analysis being performed in the NCI laboratory. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 1:00 pm EST on September 20, 2006. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to holdcram@exchange.nih.gov. It is the vendor?s responsibility to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration/certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
