Description
The National Cancer Institute (NCI) Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis, services regarding: Monoclonal Gammopathy of Uncertain Significance type IgM with Stiftelsen for Forskning om Blodsjukdomar i Malmo, Malmo University Hospital, S-20502 Malmo, Sweden. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. The purpose of this requirement will involve identifiable data from human subjects but will not involve planning for contact with human subjects but for data collection. The specific objectives are to 1) Create and provide a database containing 200 IgM MGUS cases diagnosed in Malmo between January 1, 1970 and the present, 2) Collect unique ID numbers, name, and date of diagnosis for each case in order to allow linkage with central and regional databases and 3) Collect clinical and laboratory data for each case. Period of Performance: Base year with one (1) twelve (12) month option period. The researchers at Stiftelsen for Forskning om Blodsjukdomar i Malmo, Malmo University Hospital, are certified board specialist in internal medicine and hematology. They have access to unique IgM MGUS data previously collected by Malmo University Hospital. Data has been retrieved from a population-based cohort undergoing electrophoresis tests in Malmo, Sweden for a period of more than 20 years. Access to the above given data and expertise will significantly strengthen the NCI planned familial study. Access to both Scandinavia and international networks on these issues are considered to be of major importance for this planned familial MGUS study. Stiftelsen is the only source known to the NCI that can meet the above requirement. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on September 25, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
