Description
The National Institutes of Health (NIH), Office of the Director, Ethics Office (EO) has a requirement for the following services, which are required to support, maintain, and enhance the ability of the NIH to provide accurate and timely ethics services to the NIH community: continual review and revision of the NIH Ethics Program Website, which provides authoritative information and training to the NIH and other Department of Health and Human Services (HHS) Operating Divisions (OPDIVs); manage, implement, identify upgrades, and train users on the use of the Ethics Management Information System (EMIS)(the NIH web-based tracking system for all ethics functions); development of the NIH Enterprise Ethics System; revising and finalizing NIH Ethics Manual Chapters, including web-link updates; updating ethics training websites, used to provide annual training and initial orientation to NIH employees and HHS OPDIVs; providing additional assistance in times of high workload and difficult situations (such as writing procedures, review of financial disclosure reports, review and preparation of responses to HHS and/or Congress, updating delegations of ethics authorities, etc.). To the best of the Government?s knowledge, Frances E. Plyler, Ph.D., 8037 W. Hilton Avenue, Phoenix, AZ 85043-7423, is the only known source that has the capability of performing the required services. Dr. Plyler has over 10 years experience in Government ethics (including several years as a consultant of the NIH Ethics Office and multiple Institutes/Centers at the NIH), has extensive knowledge and experience in government ethics, experience in maintaining, designing, and upgrading a ethics website, working to implement a ethics system, experience in working with other contractors to further the mission of NIH, significant experience in writing ethics policy, procedures, and training materials, and presenting training. Because of this experience and expertise, it is believed that Dr. Plyler is uniquely qualified to provide the needed services. This acquisition is less than the simplified acquisition threshold. This is not a request for competitive quotations. Interested vendors should identify in writing their interest and capability statement regarding experience in Government ethics activities, experience in interpreting complex government ethics statutes and regulations, experience in developing, upgrading, and keeping a website on ethics current, experience in writing ethics policies, procedures, and training materials, and the ability to present ethics training which proves that they have the ability to perform the work to the contracting officer within 10 days of the publication date of this synopsis. All responses received prior to the due date above will be considered by the Government. A determination by the Government not to compete this proposed acquisition will be based upon responses to this notice and is solely within the discretion of the Government. Selection of another source could cause unacceptable delays in fulfilling the agency?s requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. It is anticipated that the Request for Quotation will be available 12 days after the publication of this synopsis. The period of performance is 1 year from date of award for a total of approximately 1440 hours (35 hours/weekly). Quotes will be due 5 days after the release of the RFQ. Point of Contact Allyson Y.
