Description
The National Institutes of Health (NIH), Office of the Director, Office of Dietary Supplement (ODS), has a requirement for the administration of the Bioactive Food Components initiative, and intergovernmental efforts aimed at developing systematic approaches to identify, categorize, and assess the potential health effects of bioactive components in foods and dietary supplements. To the best of the Government?s knowledge, Leila G. Saldanha, Ph.D., 2021 Huntington Avenue, Alexandria, VA 22303 is the only known source that has the capability of performing the required services. In addition to the above, Dr. Saldanha will be responsible for 1) priority setting for development and validation of dietary supplement analytical methods. The consultant will gather information about priorities for method development and validation from industry sources, Federal agencies, and other interested parties, and would work with NIH to integrate these into the priorities of the existing program, develop educational materials on governmental, non-profit, and for-profit groups involved in developing and setting standards, and monitoring the quality of dietary supplements; 2) work with ODS to publish the seventh issue of the Annual Bibliography of Significant Advances in Dietary Supplement Research; 3) assist with outreach activities to external stakeholder groups, such as planning and organization of scientific sessions at professional and trade meetings; and 4) assist in the development of the Dietary Supplement Ingredient Database program. Dr. Saldanha has 15 years of experience in the health and nutrition arena with research assessment and management experience, she has a Ph.D. in nutrition and one year clinical, laboratory or epidemiology experience, she has one year experience in scientific writing, she has experience in working collaboratively with federal agencies, private sector organizations, academic institutions to help accomplish its programs. For these reasons, and the fact that Dr. Saldanha has been a consultant for three years and has initiated projects that have taken on new dimensions, and has the ability to work independently with minimal guidance, it is believed that Dr. Saldanha is uniquely qualified to provide the needed services. This acquisition is less than the simplified acquisition threshold. This is not a request for competitive quotations. Interested vendors should identify in writing their interest and capability statement regarding experience in the health and nutrition arena, research assessment and management experience, one year clinical, laboratory or epidemiology experience, experience in science writing, experience in working collaboratively with federal agencies, private sector organizations, and academic institutions which proves that they have the ability to perform the work to the contracting officer within 10 days of the publication date of this synopsis. All responses received prior to the due date above will be considered by the Government. A determination by the Government not to compete this proposed acquisition will be based upon responses to this notice and is solely within the discretion of the Government. Selection of another source could cause unacceptable delays in fulfilling ODS? mission of completing the first phase of the bioactive food components initiative, strengthening the knowledge and understanding of dietary supplements by evaluating scientific information, stimulating and supporting research, disseminating research results, and educating the public. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. It is anticipated that the Request for Quotation will be available 12 days after the publication of this synopsis. The period of performance is 1 year from date of award for a total of approximately 1000 hours. Quotes will be due 5 days after the release of the RFQ. Point of Contact Allyson Y.
