- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. FOB DESTINATION CONUS The Office of Acquisition Management (A/LM/AQM), Department of State (DoS), is processing this acquisition at the request of the Bureau of Information Resource Management, E-Mail Division (IRM/OPS/MSO/EML). This Justification and Approval (J&A) on a brand name only basis is for the use of Sidewinder Maintenance. The use of a brand name description is essential to the Government?s requirements, for Department of State infrastructure connectivity requirements, thereby precluding consideration of the products of another company. IRM/OPS/MSO/EML firewalls currently have the Sidewinder appliances installed as one of the major components of the Department of State email and Internet infrastructure in order to maintain a high level of security and stability. The above listed maintenance is set to expire 30 September 2006. The maintenance is required to be renewed on yearly bases in order for EML to continue to receive 24x7 phone support, email, web-based access, free software patches, and major upgrades to these systems. As this is a brand name only justification, no one contractor?s unique qualifications are cited as the basis for this justification. Rather, the services identified by brand name herein have been determined to be the only items that meet the Department?s requirements as a key component of the Department?s firewall networking infrastructure. Based on the above requirements, the Sidewinder Maintenance is required for the continued protection of the external perimeter of the Department of State Internet presence. Because of the sensitive nature of the mission critical operating environment, any deviations to the Maintenance would render the firewall infrastructure vulnerable to potential viruses, harmful attacks and interrupt the availability of the network to State employees. The goal of the Department is to maintain a cohesive firewall infrastructure with maximum protection and utilization.
