Description
The Maritime Administration (MARAD) of the U.S. Department of Transportation intends to enter into a sole source time-and-materials type purchase order agreement with I.M. Systems Group, Inc., for hosting and maintenance of the National Defense Reserve Fleet (NDRF) Property Management and Archive Record System (PMARS). The project is follow-on to a previous procurement and will be undertaken as an incremental from previous phases, each building up to the current phase. I. The development of PMARS, as originally conceived, is complete. A. PMARS is MARAD's official repository of NDRF ship and ship-related property records. (1) The system contains information on ships from WWII to the present, along with current inventories of ships and ship-related property. (2) Out of the more than 7000 ships represented within PMARS, only a few hundred remain active--- the large majority having been disposed of over the years via scrapping and other methods. B. PMARS provides permanent storage for basic data on active and inactive NDRF ships. (1) While MARAD does maintain detailed ship files for active NDRF ships, inactive NDRF ship files are generally transferred to the National Archives & Records Administration shortly after ships are withdrawn from the NDRF. (2) Thus PMARS represents the complete volume of MARAD information for inactive NDRF ships. C. MARAD encourages the public to provide feedback on PMARS and/or the accuracy and completeness of PMARS data. (1) MARAD will incorporate feedback into future versions of PMARS where it is determined that improvements can be made to the system and its data. D. PMARS was designed primarily to provide public access and visibility to historic NDRF ship and ship-related data. This is in line with the MARAD mission and commitment to promote the nations rich maritime heritage. II. Refinements to PMARS programming will be pursued to address any emergent issues. Enhancements, to include additional functionality for the incorporation and management of a broader set of data in the form of a Vessel Condition and Status (VCS) Module, will be pursued in FY07. A. This action covers FY07 PMARS system hosting and maintenance, and the development of a VCS Module, with an option to extend coverage through FY08. (1) The vendor shall provide customer service support for troubleshooting problems and managing issues. (2) The vendor shall perform system programming as needed to develop a VCS Module consisting of approximately twenty (20) new data fields. Additional details will be provided separately. (3) The vendor shall incorporate VCS data into PMARS to populate the VCS Module. The data will be provided separately. (4) The vendor shall provide special data and system reports as required. (5) The vendor shall provide monthly progress and contract status reports. (6) The vendor shall provide continuous system security and daily backup services to prevent loss or corruption of data. (7) The vendor shall comply with applicable Federal and DOT IT requirements. (8) The vendor shall routinely monitor the performance of the system and provide system maintenance whenever necessary. (9) The vendor shall be prepared to manage and respond to feedback from system users. B. The period of performance for this effort is one (1) year from 30 September 2006 until 30 September 2007 for the VCS Module, with an option for a one (1) year extension of the System Hosting and Maintenance. III. The vendor shall be evaluated based upont the successful completion of the tasks and the quality and timeliness of the deliverable products, as specified herein and separately. The use of government furnished equipment, property, and information will be authorized as required. The proposed purchase order action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven (7) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. TOTAL ESTIMATED VALUE: The total estimated value is Fifty thousand and 00/100 dollars ($50,000.00).
