Description
The Southern Arizona VA Health Care System (SAVAHCS), 3601 S. 6th Ave., Tucson, AZ intends to negotiate sole source with Becton Dickinson Diagnostic Systems, 7 Loveton Circle, Sparks, MD 21152, for the purchase of a Bactec MGIT 960 instrument system. The subject instrument system offers the following unique characteristics: This system is the only known non-radiometric system with full line susceptibility testing capabilities and automatic interpretation algorithms so that antimicrobial drug testing can occur within a timely fashion for patient care. Automated interpretation is unique and adds to consistency and speed of results as well as limiting clerical errors. This system provides safety for laboratory employees by elimination of sharps (no needles are used to transfer specimens). Both OSHA and CAP mandate the elimination of sharps from the laboratory. The system has plastic tubes to avoid glass breakage. The tube lids on the MGIT are superior for ease of use. Both OSHA and CAP safety regulations mandate all specimen containers are made of plastic. The BD-MGIT is currently the standard of care instrument in the United States with its presence in 48/50 public health laboratories and the U.S. Centers for Disease Control; as tuberculosis is a reportable disease it is important for the SAVAHCS laboratory to comply with and meet the current standard of care. NAICS code #334516 applies to this procurement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to close of business (4:30PM local time) on September 18, 2006 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
