Description
The Southern Arizona VA Health Care System (SAVAHCS), 3601 S. 6th Ave., Tucson, AZ intends to negotiate sole source with Becton Dickinson Diagnostic Systems, 7 Loveton Circle, Sparks, MD 21152, for the purchase of a Phoenix ID/AST 100 instrument with an EpiCenter data management system. The subject instrument system offers the following unique characteristics: The Phoenix System is a unique system that allows for full scale MIC susceptibility testing to detect antimicrobial drug resistance. This system provides assurance that no emerging drug resistance is developing in patients? bacterial infections. Since other robotic systems do not perform full MIC?s (they only perform partial MICS and so drug resistance can emerge and not be detected until full resistance is present), this system uniquely provides the ability to detect emerging drug resistance. Rapid and full MIC testing is fast becoming the standard of care for bacterial susceptibility testing and this is the only current known system to provide that capability. Additionally, the method of detection for drug resistance is based on oxidation reduction reactions and not on turbidity as other methods; redox reactions are superior to turbidity for accuracy. Another unique feature is the interface with the EpiCenter Data Management system which is the industry standard for tracking hospital-acquired drug resistance trends and antibiograms; this system is the only currently available robotic system to enable full compliance with the Clinical and Laboratory Standards Institute (CLSI) guidelines for testing and the issue of antibiograms. It is also the easiest to use system for compliance with JCAHO regulations that require reduction of hospital acquired infections. By interface with the VA VISTA computer system, the Phoenix can provide real-time epidemiology for Infection Control and Pharmacy so that we can fully comply with the intent of JCAHO regulations. NAICS code #334516 applies to this procurement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to close of business (4:30PM local time) on September 18, 2006 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
