- Nonpersonal Services: 12 CONS/LGCA, Randolph AFB, TX, is requesting proposals from small businesses (SB) in awarding a household goods moving and storage service contract for the Houston, TX, area, including Schedule I (Outbound), Schedule II (Inbound), and Schedule III (Intra/Intercity). The scope of work is as follows: The contractor shall provide all personnel, equipment, materials, supervision, and all other items necessary for the preparation, shipment and/or storage, and related services of personal property of Department of Defense personnel in the Houston, TX, area. Contractors will be required to follow various DoD publications. Performance Period: The government contemplates a basic contract period 01 Jan 07 through 31 Dec 07, plus four (4) twelve-month option periods. The applicable small business size standard is $23.5M and the NAICS code is 484210. All information required for submission of an offer will be identified in the solicitation. The government contemplates award on or about 27 Nov 06, with a performance start date of 01 Jan 07. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code. The anticipated issue date of this solicitation, FA3089-06-R-0019, is on or about 19 Sep 06. This synopsis of proposed contract action is for planning purposes only and does not commit the government to pay for any information, issue a solicitation, or award a contract. This synopsis is not to be construed as a commitment by the government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. Fax requests for a solicitation package will not be accepted. An award, using the Performance Price Trade-off procurement process will be made in the form of a Fixed-Price requirements contract. In evaluating proposals, the government will make trade-offs among the factors, and select the proposal that is most advantageous to the Government. Past performance shall be evaluated in accordance with the procedures in FAR 13.106 or Subpart 15.3 as applicable. This requirement is being offered for nation-wide competition as a Small Businesses (SB) set-aside. In keeping with the Air Force paperless contracting initiative, the government will not provide hard copies of the solicitation. The solicitation will be issued electronically and can be accessed and downloaded at the following web address: http://www.fedbizopps.gov.
