OC-ALC/748 CBSG/PKA, NSN: 2925-01-437-1128 PR, P/N: 1526M44P05, ITEM: 0001, NOUN: Rotor Generator Application to the F110-100 Engine. Destination: Tinker AFB OK 73145. Delivery beginning, 31 May 2007. Quantity ranges solicited for pricing purposes: Min 13 Max 38 Revalidation required. Quantity: 25; However, quantity will be determined at time of award. Synopsis response date will be 25 September 2006 and estimated solicitation date will be 26 September 2006. The solicitation will be posted to FebBizOps and should be obtained from there. Estimated award date, 3 November 2006. Please do not call this office for a solicitation. Only written or faxed requests received directly from the requestor is acceptable. Qualification requirements: Requires pre-qualification of sources to ensure reliability of parts. Due to the complexity and criticality of the parts, only actual manufactures that have successfully completed all testing required by the original company for the design or manufacturers that have successfully completed all testing on items can be considered for approval sources for this item. The qualification requirements for this item were established prior to 1984 and the requirements of FAR 9.202(a) do not apply. Suitable technical data, government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. DESCRIPTION: A component that has thirty-six permanent magnets that provides a magnetic field. It is a round spool shaped steel object that spins in the stator. Function to be used as a component with the AC generator, which provides power to the ignition exciter, digital electronic control, DEC, and aircraft cockpit. Dimensions: The outside diameter is 1.989-1-991 inches, the inside diameter minor bore is .3016-.3021 inches, inside diameter major BOR is .7803-.7808 inches. Rotor length is 3.350 inches. Material: consists of stainless steel. 5352.247-9009: Military packaging and marking Packages in accordance with MIL-STD-2073-1D. Shipping and storage markings shall be in accordance with MIL-STD-129P. Standard practice for Military Marking. --New/Unused Government, Part number verifiable, 1526M44P05. Test and verification (AFMCFARS 5352.211-9013) T.O. # 8A3-5-57-3. Verifiable Dimensions, (AFMCFARS-5352.211-9012 design activity. Location of inspection testing (AFMSFARS 5352.211-9015) ALL items will be tested for initial acceptance. New and used may be acceptable. P/N and MFG verification, prior government ownership, 100% end item inspected. Prior Government ownership. Only written or faxed request received directly from the requestors are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. Authority: 10 USC 2304(C)(1). Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy the agency requirements. REMARKS: Other than NEW and UNUSED condition is not acceptable for procurement. The material is required to be in, original shipping container/package and marked with original pertinent data. Only new/unused material is acceptable due to configuration and the operating environment. Modification/inspection and extensive testing to ensure configuration and serviceability of surplus material will offset any cost savings. This item is used on the F110 series engine and once air borne, it?s considered safety of flight. Misrepresentation of this statement by any vendor shall be cause for rejection and returned of the item at NO COST to the government. The proposed contract action is for supplies and services for which the government intends to solicit and negotiate with only one, or a limited number of sources under the authority of the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Award will be made only if the offeror, the product/service, or the manufacture meets qualification requirements at the time of the award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as sited in each individual solicitation. It is that small business firms or other interested in subcontracting opportunities in conjunction with the prescribed procurement make contact with the firm(s) listed. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination price, technical and past performance factors as may be detailed in the solicitation. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting office, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as the source of the concern. The Ombudsman does not participate in the evaluation of proposals or the source selection process.
