Description
POC: Mr. Joseph Simonds, Procuring Contracting Officer (PCO), SMC/XDK, (310) 653-9096, Joseph.Simonds@losangeles.af.mil; Mr. David Banks, Contract Specialist, SMC/XDK (310) 653-9093, David.Banks@losangeles.af.mil. The Department of the Air Force, Space and Missile System Center (SMC) intends to issue a sole source contract to complete the Science & Technology and Modeling, Simulation & Assessment tasks already in progress to SAIC. This contract is valued at approximately $633,000. The period of performance is approximately 6 months. This task requires an intimate and detailed knowledge of the existing tasks being completed by SAIC, who has been working these efforts since the inception of this task. This work includes supporting USECAF, AFSPC and the PEO for Space to provide effective Science &Technology (S&T) oversight, a function that produces material solutions for existing and future space war fighting capability. This consists, in part, of bi-annual PEO-TEO Reviews and the Space Technology Integration Council (STIC). This is a three-stage process, comprised of deep dives, an SPD review, and the final PEO/TEO review. SAIC has supported this process for the past four board meetings and has been the key contributor for the following projects and studies of which they will complete under this contract: NUDET Detection System (NDS) Study: Continue to provide the SMEs access to historical requirements generation, system solutions, trade space and recommended alternatives. Provides for reach back to former founder and program director of NDS. This project has two deliverables: (1) Interim Report (status briefs, etc to leadership) and (2) Findings report (outbrief to leadership/IRT). Hostile Forces Advanced Tracking (HFAT) Project: Finish the conduct of the HFAT tests, plans, and demos to show Warfighter benefit. This has 1 deliverable for current activity (HFAT findings report) and three additional deliverables: (1-Test procedure/results; 2-DemoA test plan/report; 3-DemoB test plan/report). Integrated CRRA Assessments: Subject matter experts in the mission areas provide expertise to the AFSPC and Air Force Team CRRA activities (RATS), and provide support to the annual briefing cycle. Deliverables are provided through the RAT team lead (not SAIC). This is an on-going activity. Enterprise Integration: Respond to action items of the Enterprise air-ground-space efforts to address shortfalls, interface issues, or capability gaps. Coordinate with the other enterprises, and monitor on-going activities for potential contribution of space solutions. Develop MCL update inputs. Space C2 Integration: Provides SMC oversight and insight into SMC portfolio and ongoing ESC JSpOC activities in response to SMC/CC tasking. Provides system-engineering assessment of requirements, allocation, and capability planning to meet Warfighter needs. BANDBOO Project: SATCOM bandwidth booster for narrow band and wideband communication to address identified needs. Also has terrestrial wireless benefit, to communications-on-the-move. This is a potential software demo and test, with a simulation and test on a live satellite. This is especially focused on the USMC, DISA and CENTCOM. This project has 5 deliverables: 1-Study plan; 2-Feasibility report; 3-Development plan of the SATCOM booster; 4-Demo plan and 5-Report for findings. This completes the extensive fact-finding with Army, USMC, vendors, DISA and classified sources. Warfighter Solutions, Near-Term: Provides evaluation of shortfalls in current Warfighter capability to meet their CONPLANS/OPLANS and generates opportunities for integrated SMC and space-based solutions. Studies are conducted against high probability pay-off areas for feasibility of concept and implementation approach. Provides the actual execution of the opportunity, which demonstrates to the Warfighter the solution for follow-on advocacy. Any persons or companies interested in this notice are to respond to the requirements and submit their capabilities and qualifications statement to the PCO. The Capabilities Statement should state why the company believes a sole source is invalid. The capability and qualifications statement will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed effort on a full and open competition basis based upon responses to this notice is solely within the discretion of the Government and will be coordinated between the PCO and the Functional Area Evaluator for technical merit.
