Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation/synopsis reference number is F2FF09ANTENNA is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. This acquisition is set aside for small businesses. The associated NAICS code is 334220 with a maximum of 750 employees. The contractor shall provide all labor, equipment, materials, tools, parts and shipping costs necessary for delivery. The work to be performed includes, but not necessarily limited to the following: delivery of twelve CMA-750 Antennas or the equivalent. An equivalent offer must include technical specifications and physical characteristics. As a minimum, all offers shall contain the following technical specifications: Omni-directional transmission, 70 to 500 MHz frequency range, Voltage Standing Wave Ratio that is less than 2.5:1, Power handling: 800 Watts peak and 400 Watts Continuous Wave; and the following physical characteristics: 42 inch diameter x 25" height, N-type female connector, with the weight estimated at 30 pounds. Equipment to be delivered to Hurlburt Field; a US Air Force Base in Fort Walton Beach, FL. Shipping costs shall be included in pricing. The contractor shall coordinate delivery with the point of contact that will be designated at a later time. To be eligible for award, Offeror must be Central Contractor Registered (CCR). Information concerning CCR registration requirements may be viewed via the Internet at http://ccr.edi.disa.mil or by calling the CCR Registration Centers at 1-888-227-2423. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (ii) price; and (iii) physical characteristics. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Each offeror shall include a completed copy of the provisions at FAR 52.212-3-Offeror Representations and Certifications--Commercial Items (Jun 2006), with the quotation. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant contract: FAR 52.212-4, FAR 52.212-5 (deviation), FAR 52.219-6, FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.232-33, FAR 52.233-3, FAR 52.252-2, FAR 52.252-6, DFARS 252.225-7001, DFARS 252.225-7002, DFARS 252-232-7003, and DFARS 252.247-7023 (alt III). A Firm-Fixed-Price Purchase Order will be issued in writing. All clauses can be accessed on http://farsite.hill.af.mil. Response to this combined synopsis/solicitation must be received by mail, facsimile, electronic mail, or hand delivered by 18 September 2006, no later than 2:00 PM Central Standard Time.
