Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Contracting Center of Excellence (CCE) in support of the Center for Army Analysis (CAA) has a need for information technology service and support for CAA as specified within this documen t. All work will be in support of users working at CAAs office building, Building 1839, located at 6001 Goethals Road, Fort Belvoir, VA 22060.The Governments intent is to award, a Firm Fixed Price Contract with a 12-month base period and four 12-month o ption periods. The solicitation number is W74V8H-06-R-0076 and is issued as a request for proposals (RFP). The NAICS Code for this requirement is 541511 and the small business size standard is $23M. The provisions at 52.212-1, Instructions to Offerors-Co mmercial applies to the acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. Quotations will be evaluated the evaluation criteria outlined in the RFP. The Government anticipates awarding the contracts resulting from this combined synopsis/solicitation to the responsible vendors whose quotations, conforming to this synopsis/solicitation, offer the Low Price/Technically Acceptable to the Government. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. Quotations s ubmitted must include a technical proposal to demonstrate how contract requirements will be accomplished. Quotations must be submitted by the Offeror on Company Letterhead, signed by an Official authorized to negotiate with the Government and sent to the address in the announcement. Answers to questions from industry will be answered in the form of an amendment. Al l referenced clauses are available for download at www.arnet.gov/far. The Solicitation Number W74V8H-06-R-0076 may be viewed and downloaded at the Contracting Center of Excellence (CCE) Website: http://dccw.hqda.pentagon.mil/services/RFP1.asp on Monday 11 September 2006. Any amendments to this solicitation will be posted on the above website and may be downloaded as needed. An evaluation team will review each technical proposal following the included evaluation criteria which is included in the Solicitation # W74V8H-06-R- 0076 . Delivery of Proposals: Offerors shall only submit proposals via electronic delivery through internet email to Contracting Center of Excellence, Attn: Joyce Ellis at joyce.ellis@hqda.army.mil not later than Tuesday, 2:00 p.m., Eastern Time September 21, 2006. Proposal Submission: Offerors must propose on the entire PWS. Technical proposals submitted in response to this RFP should contain comprehensive responses to the requirements to enable the Government to determine the suitability of the offeror to meet the requirement. Genera l statements that the offeror understands the requirement or simply restating the requirement as described in the RFP will not be accepted.
