Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, number W912LA-06-Q-9005 is issued as a Request for Quotation (RFQ). This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 and Class Deviation 2005-00001 and Defense Fed eral Acquisition Regulation Supplement (DFARS) current through 20060711 Edition. The SIC code is 7359, the NAICS code is 532210, the size standard is $6.5M. This solicitation is NOT set aside for small businesses. The provision at FAR 52.212-1, Instructions To Offerors -- Commercial Items (January 2006) applies. This provision contai ns the guidelines for submission of proposals/quotes. The provision at FAR 52.212-2, Evaluation -- Commercial Items (January 1999) applies. The Government will award a contract resulting from the RFQ to the responsible offeror whose offer conforming to th e RFQ will be most advantageous to the Government. The following factors shall be used to evaluate offers: LPTA  Lowest Priced, Technically Acceptable. Parties responding to this RFQ may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Companys complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), the companys CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. QUOTES MUST BE RECEIVED NO LATER THAN 11:00 AM, LOCAL TIME 18 September 2006. Statement of Work and/or Description of Items follows& Rental of the following camera for the period of 2 months beginning as soon as possible: 1. Deliverable item: This agreement requires a self-contained battery operated four band multi-spectral digital imaging system that fits within the Lockheed camera mount assembly. This airborne camera system shall work out of the box in a C-130. The installation shall require no more than one work day. The camera system shall be ready for pickup within the next 30 days. 2. Required Camera System Capability: The camera shall be self contained and require no interface with the C-130. The camera shall be battery powered and be able to provide a minimum of six hours of continuous operation. The camera shall be equipped w ith a fully integrated INS (inertial navigation system) which provides precise geo-registration of imagery. The camera system shall come with a fully integrated hardware and software suite which should include a pre-flight layout package, a CDI (course dev iation indicator) and integrated flight management system (FMS). 3. The Camera shall provide: Precise near real-time color mapping images that are geo-rectified and importable into the geographic information system (GIS) as well as burnable to a compact disk for dissemination to LEAs. Multi-channel system will provid e true full resolution, band separated images. The resolution should better than 12 inches from 6500 feet Above Ground Level.
