- 1.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a w ritten solicitation will not be issued. The solicitation number is W911QX-06-T-0205. This acquisition is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acqui sition Circular 2005-12. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability t o respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within Ten (10) days after date of publication of this synopsis will be considered by the Government. A d etermination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to c onduct a competitive procurement. This acquisition is a sole source to TesSol, Inc. 2417 Clarks Lane Bryan TX 77808-0999. The Associated NAICS code is 339111, Place of Performance: US. Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783- 1197. 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The Contractor shall provide a CATStation Catalvst Testing System, that can proform a versatile teststand for evaluating fuel reforming components from several Army contractors. These fuel reforming components will convert jet fuel and diesel to hydrogen and carbon monoxide. The teststand will operate 24/7 with emergency shutdown protocols. The teststand needs two liquid tanks. The liquid feeding tubings and associated components needs to be compatible with jet fuels and diesel. The gas and liquid feed s will be controlled by 7 gas mass flow controllers and 2 liquid mass flow controllers. The teststand needs 3 temperature controlled receptacles and 2 other general purpose receptacles. An additional analog output is needed to provide control signal for p rogrammable power supply. A vaporizer temperature control system is needed to vaporize liquid feed. Eight other auxiliary thermocouple inputs are required. There will be a back pressure regulator and water-knockout device to handle the effluent gas. Sa mpling ports are needed between water-knockout and exhaust pressure regulator. All the teststand parameters are controlled and monitored by a computer system , CATest Control Software . The teststand manufacturer needs to provide on-site acceptance at t he manufacturer and to install the teststand at ARL. 3 Delivery is required 4 months after award of contract. Offerors may propose alternative delivery date. Delivery shall be made to US Army Research Laboratory, ATTN: Shipping and Receiving, 2800 Powder Mill Rd Adelphi, MD 20783-1197. Acceptance shall b e performed at US Army Research Laboratory, 2800 Powder Mill Rd Adelphi, MD 20783-1197. The FOB point is Destination. 4.
