- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center, Division Newport has a requirement to strengthen its leadership capabilities and to develop and maintain a Strategic Direction and Agenda mapping the ?Way Ahead? for the Division. The Leadership Board has made this a priority and is planning a series of team building sessions and analysis meetings including a 2 ? day off-site to participate in Group Exercises and to analyze the organization?s current strengths and weaknesses, the external environment, and to strategize a means to position the Division to meet the Navy?s requirements for the future. Services will specifically be to facilitate a series of meetings Team Building sessions that will cover the following objectives: Team Building; Baseline Division Newport?s strategic posture; Develop implementation strategies resulting from a suitable approach to organizational analysis, Use strategic business focus areas and priorities in setting FY07 Leadership Board Agenda and Identify products needed to implement the Strategic Plan. Offerors will be required to submit Technical Proposals that address both Technical Capability and Past Performance. Award will be based on Greatest Value to the Government.
