- This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 13 with the format in Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION/A SEPARATE WRITTEN SOLICITATION WIL NOT BE ISSUED. Solicitation number N00181-06-Q-0322 applies and quotations are being requested. NAICS Code 541330, Small business Size Standard is $4.5M. The requirement is being processed unrestricted. Fleet and Industrial Supply Center, NNSY Maritime Industrial Branch, Hampton Roads Division anticipates award of a firm fixed price contract for the services for an Engineering Study for Replacement of Existing Pump Test Stand located in NNSY Machine Shop. SCOPE: NNSY currently operates a pump test facility that tests pumps in the shop for proper operation prior to their being installed shipboard. Pump capacities range to 6000 gallon per minute flow rates. Much of the equipment is outdated, or in disrepair. The study should include an evaluation for the need to replace/refurbish equipment as required in order to perform the required testing. This includes installation of state of the art control/monitoring equipment to allow accurate data recording. There is a need to test up to 3 pumps simultaneously with total flow rates of 8000 gallons per minute. The pipe sizes for the pump connections rage from 1 inch to 14 inches. An evaluation of the condition of the existing facility is required to determine which equipment currently in place may be incorporated into the new facility. Pumps will be tested for proper operation IAW manufacturer?s requirements. In addition, some pumps may be required to be tested for compliance with noise requirements. This study is for the purpose of providing guidance to NNSY production engineering to develop a Capital Equipment Procurement Project. Subsequent to development of the project, bids will be solicited for engineering design and construction of the facility. REQUIREMENTS: (1) Site visit by vendor with professional engineering certification to determine specific requirements. (2) A comprehensive study prepared in written format to include: 2.a.) detailed estimate of total job broken down into the following categories: 2.a.1.) Direct costs (as applicable); 2.a.2.) Engineering and Design; 2.a.3.) Direct Project Support Services: 2.a.3.a): Controls and Programming, 2.a.3.b) Engineering Construction Support, and 2.a.3.c) E & I Startup Support; 2.a.4) Expenses (misc); 2.a.5) Engineering allowance for estimating accuracy; 2.1.6.) Construction and allowance for estimate accuracy (to include removal of existing equipment not to be re-used, as applicable); 2.b.) Concept drawings of the facility; 2.b.) Concept drawings of the facility; 2.c.) A schedule estimating the duration of each phase of the project; 2.d.) A plan for enabling the existing facility to perform required operations in parallel with construction; 2.e.) A written assessment of the specific existing equipment to be reused in the construction of the new facility, to include the condition and availability of existing power supplies and other utility services required; 2.f.) A concept plan for the removal of existing equipment not to be re-used for the final project; 3) Require a written report including a Summary, Project overview, Project Execution, Schedule, Estimates, Equipment Specifications, List of Governing Codes and Standards, Safety Considerations, Existing Conditions and Deficiencies, Construction Requirements (including demolition of existing facility, as applicable), Risks and Assumptions. The Required Delivery Dates are as follows: Written Preliminary Conceptual Report containing the format to be used for the final report is required NLT 28 September 2006; Preliminary Comprehensive Report containing all of the information required by the contract NLT 45 days after government approval of Preliminary Conceptual Report; Final Comprehensive Report 15 Days after government approval of Preliminary Comprehensive Report. These dates are based on the assumption that contract award will be made NLT 22 September 2006.
