- NAICS Code: 339111 This is a combined synopsis/request for a quote for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only RFQ/ quotes are being requested and a written RFQ will not be issued. This procurement is on the basis of full and open competition. The identifying number is RFQ-OH-06-00235. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. The NAICS code is 339111 and the small business size standard is $6 million. A firm fixed price purchase order is anticipated to result from the award of this RFQ. Therefore, offerors are requested to submit a firm fixed price quote. This procurement is for a self generating steam sterilizer required by The U.S. Environmental Protection Agency, located in Corvallis, Oregon. The following specifications must be met or exceeded to be considered: The Sterilizer: Must have its own steam generator inside the room. There is no space available outside the room. If the sterilizer has a hinged door, it must have a right hand hinge. The cavity must be able to handle at least 2 - 22"x28" galvanized garbage cans (30-gal). Must have loading rack and a transfer cart for the sterilizer Must be programmable to maintain at the sterilizing temperature (121 degree centigrade) for at least 60 minutes. The Room: The sterilizer and the steam generator must be operable and maintenance accessible in a room 15 ft by 10 ft by 8 ft high and in the same room both must fit within an area 6.2 ft by 9 ft The sterilizer and/or its components(s) must be able to fit through a door that is 40.5 inches wide and 84 inches high. The room does have a floor drain, plumbing and electricity. Does not have access to a steam line. The Government will evaluate and make the award based on "best overall value". Best overall value will be a combination of the responses to the specifications and price. Contractors must meet all specifications in order to be considered for award. The government anticipates award using simplified acquisition procedures of a purchase order resulting from this RFQ to the responsive/responsible offeror whose offer conforms to the RFQ and offers the best value. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.2 12-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (I) Technical capability of the item offered to meet Government requirement and (ii) price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
