- The NASA/SSC Acquisition Management Office intends to issue a sole source, firm fixed price contract to DynamicSignals, LLC (formerly KineticSystems) for front-end data acquisition and data conversion system components and spares consisting of Preston Signal Conditioners/Amplifiers and plug-in mode cards, and for the Data Acquisition System on the B-2 Test Stand. The work to be performed under this requirement is the supply of Preston Signal Conditioners/Amplifiers and plug-in mode cards in the Data Acquisition System on the B-2 Test Stand to expand the existing Preston Scientific Instruments Data Acquisition System to 512 channels with spares. Specifically, this procurement is only for the equipment listed as follows: -- 92 EA Strain Gage Computer Balance (AUTO BAL), Amp P/N 840312-03, Mode Card P/N 72255-00, -- 32 EA Strain Gage Manual Mode (MAN MODE), Amp P/N 840311-03, Mode Card P/N 72255-00, -- 35 EA RTD (Constant Current Bridge), Amp P/N 840515-03, Mode Card P/N 722050-00, -- 50 EA Thermocouple Cal, Amp P/N 840213-03, Mode Card P/N 72260-00, -- 1 EA Master Chassis PreSys1000, Amp P/N 200050-00, Mode Card P/N N/A, -- 1 EA Presys 1000 Slave Chassis, Amp P/N 200050-01, Mode Card P/N N/A, -- 23 EA 28-32 volt isolated Digital inputs, Amp P/N 201220-00, Mode Card P/N N/A, and -- 2 EA 32-TTL Digital inputs, Amp P/N 201125-01, Mode Card P/N N/A. Installation and checkout will be performed by support contractors at the NASA/ John C. Stennis Space Center (SSC), Mississippi. DynamicSignals, LLC is the only known vendor that can provide these items. There will be only one award made for this requirement. This is a sole source commercial acquisition under the authority of FAR Parts 6.301-1 and 12. The Government believes only one responsible source can provide the services that will satisfy the Agency's requirements. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact not later than 4:00 p.m. (local time) on 9/21/2006. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 335999 and 500 Employees respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. It is anticipated that Solicitation No. NNS06170279R will be issued to DynamicSignals, LLC on or about 9/22/2006 with their response due NLT 3:00 p.m. 10/4/2006. An Ombudsman has been appointed.
