Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is EP06L000203 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-12. The associated North American Industrial Classification System (NAICS) code for this procurement is 541620 with a small business size standard of $5.0M. This requirement is unrestricted and only interested offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Monday, September 18, 2006 at 10:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Athens, GA 30605 The Environmental Protection Agency requires the following items, MEET OR EXCEED, to the following: LI 001, US EPA ERD, 960 College Station Road, Athens, GA has a requirement for one UV digital radiometer that measures UV-A and UV-B irradiance in four spectral channels centered at 305 nm, 325 nm, 340 nm, and 380 nm. A narrow bandwidth (such as 2 nm) is needed to enable accurate measurements of the desired wavelength, a capability which becomes particularly important in the UV-B spectral region. The sensors also should be cosine response corrected to enhance the radiometric performance. The optical component of the sensor should be specifically designed to eliminate spectral light leakage. The sensor must be capable of 12 volt operation with full digital output. Sensor must be enclosed in a corrosion proof Delrin type housing. The UV equipment is required to quantify the UV irradiance data at different locations (surface as well as underwater) over a period of time. This sensor will be used in conjunction with a moored, battery-powered system on a buoy that will continuously measure and log downwelling and upwelling solar irradiance in the 350 to 700 nm region. Satlantic hyperspectral sensors and a Satlantic STOR-X data logger will be used for conducting concurrent downwelling and upwelling light measurements on a buoy system. It is necessary that the UV-B and UV-A sensors on the UV digital radiometer be designed to work with this equipment for measurement compatibility and instrument comparisons., 1, EA; LI 002, Y-spliced cable to interface UV sensors with Kchain port, 1, EA; LI 003, Molded, padded carrying case for the sensor , 1, EA; For this solicitation, Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Environmental Protection Agency is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. In addition to providing pricing at www.FedBid.com for this solicitation, each Offeror must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc.) directly to null (NOT THROUGH FEDBID.COM) so that they are received at that email address no later than the closing date and time for this solicitation. Delivery shall be made within 60 days or less after receipt of order (ARO).
