EEOC RESPONSE TO QUESTIONS AND INQUIRIES: The purpose of this amendment No. 1 is to provide EEOC response to questions and inquiries submitted by interested quoters under Combined Synopsis/Solicitation No. RFQ 06-0146, Remote Conferencing Training Software Subscription Services, posted at this website on September 06, 2006; to delete reference to the effective month and year Commercial Item Provisions; correct the Central Contractor Registration website address and extend the RESPONSE Due date. QUESTIONS/INQUIRES AND EEOC RESPONSE (1 THRU 31): 1. QUESTION: What is the anticipated single meeting size for each owner? (Do you need each owner to have the ability to scale up to 10 participants or 100 participants per web session? EEOC's RESPONSE: The meeting size will vary. Most sessions will be approximately 15 users in size, but sessions could scale up to the full population in the agency which is approximately 2500 employees. 2. QUESTION: The RFQ states that the platform shall have conferencing capability for up to 2500 users. Is this 2,500 users in one web session or a cumulative total for the 250 owners who will be leading the training sessions? EEOC's RESPONSE: The capability is for as many as 250 owners to lead a training session that could have as many as 2500 users concurrently. 3. QUESTION: Please explain what is meant by limited phone usage? EEOC's RESPONSE: The platform shall allow for Voice-Over IP(VOIP) access plus a minimum of 10 telephone port connections. 4. QUESTION: Will you please define expectations associated with ?concurrency limitations? mentioned in the paragraph GENERAL REQUIREMENTS - ?There shall be no concurrency limitations.?? EEOC's RESPONSE: The EEOC employee population is approximately 2500. The solution shall allow maximum 2500 users in any session at the same time. 5. QUESTION: Will you please define expectations associated with ?maintenance services? mentioned in the paragraph GENERAL REQUIREMENTS - ?The quoter?s should also provide maintenance services and four hours of training.? and Item Numbers 0002 ?(quantity 1 yr) Maintenance Services (Base Yr):? and 0005 ?(quantity 1 yr) Maintenance Services (Option Yr):?? EEOC's RESPONSE: ?Maintenance services? refers to industry standard software or service maintenance that covers bug fixing, problem determination and resolution, and technical support. 6. QUESTION: We understand that the Background paragraph states ?The remote conference training software subscription services need to be user friendly, allow application sharing, provide a technological method to record training sessions, and have unlimited conferencing between an unlimited number of users for conferencing.? In order to provide for annual subscriptions pricing, will you please identify the maximum number of users for annual subscriptions? EEOC's RESPONSE: The requirement is for a maximum of 250 sessions that will concurrently have a maximum of 2500 attendees. 7. QUESTION: In order to provide for annual subscriptions pricing, will you please identify the maximum number of students for annual subscriptions? EEOC's RESPONSE: The maximum number of students for annual subscriptions is approximately 2500. 8. QUESTION: We understand that the SCOPE OF SERVICES paragraph states ?The contractor shall provide a web based subscription that will allow 250 users the ability to share their computer screen for purposes of conferencing and training 24 hours a day for users who are either inside or outside of EEOC?s firewall.? Are the 250 users in addition to the maximum number of students? EEOC's RESPONSE: No, the 250 users are not in addition to the maximum number of students. 9. QUESTION: What is the maximum number of students in a single instructor?s class? EEOC's RESPONSE: The maximum number of students in a single instruction session is 2500. 10. QUESTION: What is the maximum number of instructor lead classes in a single day? EEOC's RESPONSE: The maximum number of sessions in a single day is 250. 11. QUESTION: What is the maximum number of users in a single conference? EEOC's RESPONSE: The maximum number of users in a single session is 2500. 12. QUESTION: What is the maximum number of user lead conferences in a single day? EEOC's RESPONSE: The maximum number of user lead sessions in a single day is 250. 13. QUESTION: Should the sentence ?The quoter?s? quote shall be limited to a maximum of three pages to include a fixed price for the provider sing the services.? in the RESPONSE DATE: paragraph be changed to ?Your quote shall be limited to a maximum of three pages to include a fixed price for providing the services.? for clarity and correctness? EEOC's RESPONSE: The sentence should read, ?Your quote shall be limited to a maximum of three pages to include a fixed price for providing the services.? 14. QUESTION: We understand that the quote is to include a short-term connection to the software service, technical capability and corporate experience, a performance record that assesses the quoter?s past and current performance in terms of customer satisfaction, and prices for the services described in this RFQ and shall be limited to a maximum of three pages. Is this inclusive of a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, and the cover letter? EEOC's RESPONSE: The 3-page limit is not inclusive of a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, and the cover letter. Should the you choose to include this information, it will not be inclusive of the 3-page limit. 15. QUESTION: We understand that the RESPONSE DATE paragraph states ?The quoter?s? quote shall be limited to a maximum of three pages to include a fixed price for the provider sing the services.? May we submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items without it counting as part of the three-page limit? EEOC's RESPONSE: Should you choose to include a copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, it will not be counted as part of the three-page limit. 16. QUESTION: We understand that the RESPONSE DATE paragraph states ?The quoter?s? quote shall be limited to a maximum of three pages to include a fixed price for the provider sing the services.? May we submit a cover letter without it counting as part of the three-page limit? EEOC's RESPONSE: A cover letter may be submitted without it being counted as part of the three-page limit. 17. QUESTION: We understand that the RESPONSE DATE paragraph states ?Your quotation in response to RFQ No. 04-0146, should be sent on or before the closing date and time to the following address: U.S. Equal Employment Opportunity Commission, Procurement Management Division, 1801 L Street, N.W., Room 2505, Washington, D.C. 20507 Attn: Caroline A. Fowler, Contracting Officer.? Is it acceptable to submit the proposal electronically to to Caroline A. Fowler at caroline.fowler@eeoc.gov with a cc: to gregory.browne@eeoc.gov? EEOC's RESPONSE: Yes, you may submit your quotation electronically to Caroline A. Fowler at caroline.fowler@eeoc.gov with a cc: to gregory.browne@eeoc.gov. 18. QUESTION: We understand that the RESPONSE DATE paragraph states ?Your quotation in response to RFQ No. 04-0146, should be sent on or before the closing date and time to the following address: U.S. Equal Employment Opportunity Commission, Procurement Management Division, 1801 L Street, N.W., Room 2505, Washington, D.C. 20507 Attn: Caroline A. Fowler, Contracting Officer.? Is it acceptable to Fax the proposal electronically to Caroline A. Fowler at (202) 663-4178? EEOC's RESPONSE: Yes, you may submit your quotation via fax to Caroline A. Fowler at (202) 663-4178. 19. QUESTION: We understand that the RESPONSE DATE paragraph states ?The response date is September 11, 2006 at 2:00 p.m. (Washington, DC local time).? Will you please provide a one-week extension to the response date to allow for adequate preparation? EEOC's RESPONSE: Unfortunately, EEOC will not consider a one-week extension for RFQ060146. However, we have extended the RESPONSE DATE from September 11, 2006 at 2:00 p.m.(Washington, DC local time) TO: September 12, 2006, at 12:00 Noon., Washington, DC local time). In the event there are no technically acceptable quotations submitted in response to RFQ060124, then EEOC may consider an extension. 20. QUESTION: We understand that the INSTRUCTION TO OFFERORS paragraph states ?All questions regarding this RFQ No. 060146, are due by 1:00 PM (Washington, DC local time) on September 8, 2006.? Will you please provide a one-week extension to the submission date to allow for adequate preparation? EEOC's RESPONSE: Unfortunately, EEOC will not consider a one-week extension for RFQ060146. However, we have extended the RESPONSE DATE from September 11, 2006 at 2:00 p.m.(Washington, DC local time) TO: September 12, 2006, at 12:00 Noon, Washington, DC local time). In the event there are no technically acceptable quotations submitted in response to RFQ060124, then EEOC may consider an extension. 21. QUESTION: We understand that the CONTRACT LINE ITEM NUMBERS (CLINS) paragraph states ?the quoter shall state firm-fixed prices for the units of issue specified in this RFQ. The quoter?s Pricing Schedule shall be for the following services (Item No 0001 - 0006)?. The quantity for Item No 0001, 0002, 0004, and 0005 is stated to be 1 yr. The quantity for Item No 0003 and 0006 is stated to be 4 hr. Each Item No is presented with a $_________ at the end which would appear to be the place to submit each ?firm-fixed prices for the units of issue specified in this RFQ?. However, the INSTRUCTION TO OFFERORS paragraph states, ?Interested parties shall break down each CLIN by unit price and total price for each item/services.? What is the ?total price for each item/services? (please explain) and where is it to be presented? EEOC's RESPONSE: The total price is the total amount quoted for each Contract Line Item Number (CLIN) in the RFQ. The Instruction to Offerors is requesting that you provide a detailed price breakdown for each item/services contained within each CLIN, if applicable. 22. QUESTION: Would the Commission accept a 100 attendance limit per registered user? 50? 150? Another value? EEOC's RESPONSE: The EEOC requirement is as stated in the RFQ. 23. INQUIRY: Please clarify the phrase "limited telephone access" in the requirement "The platform shall also allow for limited telephone access." EEOC's RESPONSE: The platform shall allow for VOIP access plus minimum 10 telephone port connections. 24. QUESTION: How will the student access the audio portion of the call? (telephone via toll number, telephone via toll free number VOIP etc..) EEOC's RESPONSE: Students will access the audio portion of the call via VOIP and telephone (non toll free). 25. QUESTION: What is the typically internet access speed for student connections? EEOC's RESPONSE: The typically internet access speed for student connections is T1. Outside firewall access varies depending on user capability. 26. QUESTION: Will you use a third party Conferencing provider for the Audio portion of the call? EEOC's RESPONSE: EEOC will not use a third party conferencing provider for the audio portion of the call. 27. QUESTION: Who do you use today for Audio conferencing? EEOC'S RESPONSE: Presently, EEOC uses the CISCO Bridge Conference feature and SPRINT. 28. QUESTION: What is your current per minute rate for Audio conferencing today? EEOC's RESPONSE: If your response to RFQ060146 requires this information, then please use industry standard rates or rates that you offer. Your quotation will be evaluated accordingly. 29. QUESTION: Is it acceptable for the solution to be hosted outside of EEOC's domain? EEOC's RESPONSE: Yes, it is acceptable for the solution to be hosted outside of EEOC's domain. 30. INQUIRY: I would like to have a phone conversation about our solution.......Our web tool is FREE with use of our Audio conferencing. We have recently implemented this service at National Archives and State of Virginia. Because the web is free and our Audio rate is typically lower then your current rate this could be a big savings for EEOC. EEOC's RESPONSE: Discussions with EEOC technical personnel regarding this RFQ is prohibited. However, if there are no technically acceptable responses to RFQ060146, then the Commission may be open to pursue other options to meet its requirement. 31. INQUIRY: I would like to discuss our solution with the technical folks so that everyone really understand what could be a big savings for EEOC. EEOC's RESPONSE: Discussions with EEOC technical personnel regarding this RFQ is prohibited. THIS IS THE END OF THE SECTION ENTITLED, EEOC RESPONSE TO QUESTIONS AND INQUIRIES. In addition to the above, the Combined Synopsis/Solicitation announcement (RFQ06-0146) posted at this website on September 06, 2006, is revised to delete reference to the effective month and year referenced in the applicable provisions to this solicitation to be consistent: 52.212-1, Instructions to Offerors?Commercial Items (JAN 2005); and 52.212-3 Offeror Representation AND Certifications-Commercial Items. (NOTE: the correct months and date are JAN 2006 and JUNE 2006 respectively. The clauses numbers and titles remain unchanged) and to delete the repeated reference to the Central Contractor Registration website address, ?se at www.ccr.gov., under the section entitled CCR REQUIREMENTS. RESPONSE DATE: The response date is amended from September 11, 2006 at 2.00 p.m (Washington, DC local time) to read: The response date is September 12, 2006 at 12:00 Noon.
