Description
***SOW*** BASE LEVEL CONTRACT FOR FIRE PROTECTION IN AIR EDUCATION TRAINING COMMAND PORTABLE FIRE EXTINGUISHERS JANUARY 2006 STATEMENT OF WORK HAND HELD AND WHEELED PORTABLE FIRE EXTINGUISHERS. 1.0. SCOPE OF WORK: 1.1. This Statement of Work (SOW) provides for and outlines the requirements for testing and repair of all portable and wheeled fire extinguishers utilized on Laughlin AFB. The Contractor shall furnish all supervision, equipment (See paragraph 5.1.3), tools, labor, materials, and parts necessary to perform the required work. Parts pick up, and delivery will not be billed separately and shall be included in the price of servicing. The work shall be performed in accordance with the National Fire Protection (NFPA) Code 10, Technical Order 13F4-4-121, AFOSH STD 91-501, FED REG, Title 29 Section 1910, and this SOW and shall be subject to the terms and conditions of this contract. The fire extinguishers shall be serviced in a manner, which ensures their serviceability in case their use is required and which prevents them from deteriorating in value and ability. Replacement parts shall first be obtained from the fire extinguisher manufacturer for that particular make, model and type of fire extinguisher being inspected tested and maintained. In the event replacement parts are not available from 47 CES/CEF the contractor shall comply with the requirements at section 8 of this SOW. 1.2. The Contractor shall perform annual maintenance inspections in all real property facilities. Portable Fire Extinguishers are located in various buildings on Laughlin AFB, (LAFB), AF Marina, Spofford Auxiliary Field, NEXRAD Radar Bracketville TX. The Fire Protection Flight shall provide Technical Exhibits for building numbers and location. 1.3. In addition to the annual maintenance described in paragraph 1.2 the Contractor shall also pick up and deliver the fire extinguishers at Building 220, Laughlin AFB, and perform the required work at a shop owned and operated by the Contractor at a location other than Laughlin AFB. 1.4. The Contractor is not required to use or purchase Class 1 Ozone' Depleting Substance (ODS) for the maintenance of Halon fire extinguishers. 1.5. The work shall be conducted to conform to applicable Fire codes as referenced and in a manner that shall provide maximum satisfaction to the user and the responsible officer. Work shall be accomplished without divergence from established schedules unless prior approval has been received from the contracting officer or his designated representative. 1.6. Work shall be performed by a licensed, experienced firm regularly engaged in the inspection, maintenance, and testing of fire extinguishers, in compliance with State and National Fire Code Criteria Craftsmen performing these services shall be thoroughly trained and experienced in the maintenance and repair of fire extinguishers. 1.7. The Contractor shall personally supervise the work or have a competent work leader or superintendent perform these duties. This person must, be thoroughly trained and experienced in the maintenance and repair of fire extinguishers. 1.8. Services and supplies furnished under this contract shall be covered by the most favorable commercial warranties the contractor gives to any customer for such services and supplies. If commercial warranty is applicable to services and supplies being furnished under this contract, one copy of the warranty will accompany the services and supplies at the time of delivery. Said warranty shall be in addition to the rights conferred on the Government by this contract and to the extent said commercial warranty restricts or conflicts with any clauses, terms, or conditions of this contract, the contract shall take precedence over the commercial warranty. 1.9. The Contractor will furnish advice and recommendation on necessary repairs, testing, and replacement parts required by this contract NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (01-AUG-2006).
