Contracting Office: USDA Forest Service, IBET Province Acquisitions, 631 Coyote Street, Nevada City, Ca. 95959, Contracting Officer: Henry R. Hansen, 530-478-6122, FAX 530-478-6126. NAICS Code: 561499, Set Aside: None, Issue Date: September 12, 2006, Quotation Due Date: September 27, 2006, Noon PDT. Description. (a) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (b) This is Request for Quotations #AG-9A63-S-06-0133. (c) The solicitation incorporates provisions and clauses in effect through FAC 12. (d) The solicitation contains no set-aside provisions. (e) Facilitation and related services, primarily for US Forest Service Recreation Facility Master Planning workshops. Item 1, Lead Facilitator; FY07 - 400 hours; FY08 - 400 hours. Item 2: Assistant Facilitator. FY07 - 200 hours; FY08 - 400 hours. Item 3: Pre-work and preparation. FY07 - 400 hours; FY08 - 400 hours. Item 4: Travel time to and from facilitated meetings. FY07 - 200 hours; FY 08 - 200 hours. (f) Item 1: Serve as the lead facilitator to facilitate a variety of meetings from general to complex, primarily relating to natural resource issues. Lead facilitators are responsible for ensuring all aspects of the meeting/workshop go as planned. They coordinate meeting, lead exercises and discussion, present Powerpoint slide shows, and use and manipulate excel spreadsheets during workshops, prepare agendas, adjust agendas as needed to meet workshop/meeting objectives and provide guidance to assistant facilitator(s). Item 2: Assist a lead facilitator through-out the course of a meeting. This includes arranging meeting logistics, taking flip chart notes, facilitating group conversation as guided by the lead facilitator, present portions of information as guided by the lead facilitator, assist with facilitating exercises, prepare and copy reports. Item 3: Necessary prework to review agenda, discuss agenda with management and other facilitators. Arrive before the meeting to set-up room, meet with management, and gather any necessary materials, make copies, etc. Item 4: Travel time to and from meetings. (g) Multiple awards may be made from this solicitation. Each award will be made on a modified requirements basis. Task orders may be placed at any time from award through 9/30/08. Task orders will identify the type of facilitation required and the location(s) of the meeting(s). Maximum value of any awarded contract is $80,000 in either FY 07 or FY 08. Submit resume(s) of individual(s) proposed to be used in conjunction with performance of this contract. Include information regarding performance of similar work (with references). Submit a price proposal showing hourly rates for each item of work?e.g., lead facilitation, assistant facilitation, prework and preparation, and travel time. (i) The proivsion at 52.212-2, Evaluation?Commercial Items applies to this solicitation. Experience and past performance will be evaluated along with price; together, experience and past performance are more important than price. (j) A completed copy of the provision at 52.212-3, Offeror Representations and Certification?Commercial Items, will be required of the offeror. (k) The clause at 52.212-4, Contract Terms and Conditions?Commercial items, applies to this acquisition. The following additional clauses will be included: 52.216-18, Ordering; 52.216-19, Order Limitations; 52.216-21, Requirements. (l) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition.
