- Amendment 0001: This amendment is being issued to correct the proposal due date listed below. The proposal due date is September 20, 2006 by 12:00pm Eastern Time as stated above. (End of Amendment 0001) The Department of Commerce, National Oceanic Atmospheric Administration, National Weather Service has a need to purchase ?thin client? computer terminal emulator for the Automated Surface Observing System (ASOS). This is a combined synopsis/solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is DG133W-06-RP-0232 and the solicitation is issued as a Request for Proposal. The Government is considering multiple awards for this acquisition. The final determination will be based on the results of the proposal and 1st Article Inspection evaluation. The applicable provisions and clauses are effective through Federal Acquisition Circular 2005-12 and hereby incorporated into this solicitation. This acquisition is hereby a 100% small business set-aside. The NAICS code is 423430, FSC code is 7035, and the small business size standard is 100 employees. The statements of objectives are attached to this announcement. The period of performance for this acquisition is 5 years from date of award. The place of performance for the 1st Article Test will be DoC/NOAA/NWS, 1325 East West Highway, SSMC2, Room 16312, Silver Spring MD 20910 Attn: Greg Dalyai. The place of performance after award is DoC/USDA, National Logistics Support Center, 1510 East Bannister Road, Bldg 1, Kansas City MO 64131-3009 (see page 9 of Appendix A). The following clauses are incorporated into this RFP: Provisions: 52.212-1 Instructions to Offerors-Commercial, 52.212-2 Evaluation-Commercial; the following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government requirement, (ii) past performance, (iii) price. The relative order of importance of the evaluation criteria in descending order of importance are technically acceptable, lowest price with adequate past performance. Technical evaluation will be based on the attached Evaluation Criteria and 1st Article Inspection. Offeror must submit 2 units in accordance with paragraph 6.1 of the Statement of Objectives along with their technical written proposal. Past Performance submissions must be for similar work within the past 3 years. All points of contact information must be current. Price will be based on quantity purchases, the minimum quantity is 1 and the maximum quantity is 1250. Provision 52.212-3 Offeror Representations and Certifications-Commercial is hereby incorporated into this solicitation and must be submitted with proposal. Proposals, written portion only, are due on September 8, 2006, 10:00 am Eastern Time, to the Contracting Officer, Anita Middleton, located at 1325 East West Highway, SSMC2, Room 17364, Silver Spring MD 20910. The proposals are to be divided into two volumes, Technical and Price. One Original with Three Copies of the Technical Proposals and One Original with Two Copies of the Price Proposal shall be mailed to the Contracting Officer.
