- The Centers for Disease Control and Prevention (CDC) will be issuing a Request for Proposal (RFP) # 2006-N-08556 for full and open competition for research to support the National Center on Birth Defects and Developmental Disabilities (NCBDDD). The purpose of the awarded contract(s) is to provide public health practice, scientific, research and technical services in support of epidemiology, surveillance, prevention, intervention and laboratory programs to the NCBDDD. (Additionally, a second RFP # 2006-N-08835 will be issued as an 8(a) small business set-aside. The particulars on the 8(a) set-aside will be provided by separate synopsis.) The RFP reserves the right of CDC to make multiple awards and compete task orders among the awardees. The RFP is anticipated to be issued on or before 9/22/2006. The term of the awarded contracts will be 10 years, beginning around June 1, 2007. The RFP will be available only by downloading at this internet site: www.fbo.gov/ . All responsible sources may submit a proposal for consideration in response to the RFP. A wage determination has not been requested since the requirement involves meaningful numbers of professional employees as defined in FAR Subpart 22.11. The mission of NCBDDD is to promote the health of babies, children, and adults, and enhance the potential for full, productive living including: * Identifying the causes of birth defects and developmental disabilities * Helping children to develop and reach their full potential * Promoting health and well-being among people of all ages with disabilities The mission of NCBDDD requires a broad spectrum of surveillance, epidemiologic, research support, prevention, intervention, and laboratory services related to public health, the environment and human genetics. The nature, scope and complexity of the scientific and technical services needed to support these activities vary from project to project. Some projects are international in scope, recognizing that public health and environmental issues have no borders. NCBDDD requires services such as would normally be available from an in-house scientific and technical staff. These individuals are skilled in epidemiology, child development, health education, communication and promotion and surveillance relating to adverse reproductive outcomes, disability, environmental hazards, and natural and technological disasters. Task orders will require personnel with diverse skills in statistics, research design, literature review and analysis, public health practice, surveillance, biostatics, GIS, epidemiology, toxicology, environmental exposure assessment, informatics, data management, clinical and laboratory methods, data analysis, policy analysis and assessment, formative activities, conducting program assessments, conducting evaluation studies, performing data abstraction, clinician reviews and coordination and assistance in program management, providing scientific and technical support, preparation of IRB and OMB packages, serving in partner and community liaison roles, training development and presentation, and multi-site activities. Activities for which task orders may be issued: 1. Surveillance Systems Support * Background analyses & syntheses * Formative planning * Process evaluation * Outcome and/or impact Evaluation * Study Design (design, sampling plans, protocol development, & clearance documentation) * Data collection procedures * Surveillance Study Execution * Data Analysis 2. Scientific Design/Implementation/Support * Formative activities * Conducting Literature Reviews; * Data management (file management, file conversion, file transfer, etc.) for personal computer and mainframe applications) for surveillance and research projects. * Scientific systems informatics (computer programming and application development); * Preparation of study protocols, OMB and IRB Clearance packages; * Coordination and assistance in program management, scientific and technical support including training, planning; * Conducting demonstration projects * Securing subject matter experts to provide specialized advisory and assistance services. Currently these experts are obtained from leading universities and medical research centers. 3. Evaluation * Data analysis - qualitative (using N6, Atlas TI, or other Qualitative Data Analysis software); quantitative (use of SAS , SUDDAAN, SPSS, Stata or other programs) to include univariate, bivariate and multivariate analysis, discriminant function analysis, logistic regression, etc.) for personal computer and mainframe applications; * Geographical Information System(s); * Geohydrologic Information System; * Geoscience Information Society * Global Indexing System * Biostatistics * Epidemiology; * Program assessments/evaluation studies 4. Policy Analysis * Assessment of policies that (1) impact scientific or surveillance activities OR (2) can achieve impacts bsed upon scientific findings. 5. Science-based or Scientific Communication and Education Products/Services * Formative research/audience assessment; * Outcome and/or Impact evaluation * Support for technical assistance and training 6. Strategic Planning Support Services may include: (1) Conduct a situation assessments (gather data on the current organization, services, needs, expectations, historical performance, existing plans, board member views, barriers, and stakeholder views; develop applicable survey instruments; identify existing documentation or materials that support the development of the strategic plan; and schedule and conduct interview appointments. (2) Provide Assessment Summaries, including analysis of the situation assessment result to develop vision, goals, mission, objectives, guiding principles, and prioritize strategies. (3) Facilitate strategic planning workshops.
