Description
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ82281 and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code is 541990. The National Institutes of Health (NIH) is the nation's foremost federally funded biomedical research institution. NIH is comprised of twenty-four Institutes, Centers, and Divisions. The Warren Grant Magnuson Clinical Center is the onsite hospital for the NIH campus, providing full support for clinical research in inpatient and outpatient settings. The Clinical Center facility comprises three million square feet of clinical, laboratory, and administrative space with the capacity to serve three hundred and fifty inpatients participating in research studies at the NIH. The Clinical Center as part of the infrastructure for patient care intends to upgrade the current Medical Information System (MIS) to a best-of-breed Clinical Research Information System (CRIS) system. The CRIS project is a comprehensive effort to modernize the systems that support clinical care and the collection of research data for the intramural clinical research programs of the National Institutes of Health. The CRIS project scope will yield a revised version of MIS by enhancing the current MIS system while maintaining the current functionality and data. One component of this system is the implementation of a Pharmacy system including hardware and software. To assist with this effort the Clinical Center Clinical Research Information System (CRIS) project is seeking a Pharmacist to provide consultative advice and direct services related to the implementation of pharmacy related functions. The following provisions and clauses apply: Provision 52.52.213-4 Terms and Conditions ? This solicitation incorporates one or more solicitation provisions by reference with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. (End of Provision) Provisions52.212-1-Instructions to Offerors/Commercial; 52.212-2-Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and conditions; 52.222-26 (EO 11246); 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans (38 U.S.C. 4212); 52.223-6 Drug Free Workplace, 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332); 52.222-41. 52-217-9 Option to Extend the Term of the Contract; This purchase order shall be for a basic contract period of 12 months with option to renew three additional one-year periods. The Full text of the Federal Acquisition Regulation (FAR) can be accessed on the internet at www..arnet.gov/far. Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc) but must include the following information: 1) company?s complete mailing and remittance addresses 2) discounts for prompt payment if applicable; 3) Dun & Bradstreet number; 4) Taxpayer ID number; 5) Catalog or Published Price Listing applicable to the service; 6) Offerors must meet specifications as noted in the synopsis. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications/Commercial Items with their offer. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). The contractor will be a pharmacist with expertise and previous experience in implementation of hospital and/or hospital pharmacy information systems. The purpose of this procurement is to provide services of a Pharmacist who would help with the CRIS/Pharmacy implementation. The contractor, working closely with the Pharmacy Department and CRIS Project Management team will perform the following tasks: Perform knowledge transfer for CRIS/SCM Release Management to defined DCRI staff. Coordinate development activities of SCM required based on the Sunrise Medication Module being purchased from Eclipsys. o Coordinate build activities o Coordinate auditing activities to ensure that SMM and SCM are configured correctly o Coordinate SCM testing of all SMM/Pharmacy-related CRIS activities o Attend meetings with Eclipsys and other vendors and the SMM project team involved in the SMM project and provide consultation and in some cases written summaries for the CRIS Project Management Team Perform data extracts from CRIS/SCM for identified Pharmacy retrievals o Develop SQL queries. o Perform knowledge transfer for performing the SQL queries Coordinate maintenance and management of Pharmacy Items within DCRI o Coordinate submission of commercial drug formulary in format required to upload to CRIS o Validate commercial drug formulary in CRIS o Coordinate submission of investigational drug formulary in format required to upload to CRIS o Validate investigational drug formulary in CRIS o Coordinate creation and submission of Pharmacy order templates (inpatient and outpatient) o Coordinate assignment of Pharmacy templates to formulary items o Recommend proper limitations within the drug templates to promote safety (i.e. only able to order oral drug PO) o Coordinate assignment of dose limits to drug orders o Coordinate creation of product-specific drug orders (i.e. gentamicin 80mg/100cc D5W ? Infuse over 30mins) o Coordinate submission of pharmacy components of protocol-specific order sets and ?clinical pathways? o Provide recommendations for allergy and drug interaction warning functionality o Maintain label (inpatient, outpatient) and reports (on demand and batch) o Design and test order alerts o Design and test drug-related Rules The estimated level of effort for the base year of performance is 1,920 hours. This is only an estimate and is to be used for pricing purposes only. The contractor will work with the CIO, NIH Clinical Center and the Project Officer to establish a timeline for completion of the proposed tasks. The contractor will provide written progress reports on a monthly basis regarding the status of Tasks and will document all MIS/CRIS/Pharmacy related consultations and proposed recommendations. The government will provide the contractor with the necessary facilities to support task completion, including desktop computers, software network services and office space. The primary place of performance will be: National Institutes of Health 6707 Democracy Blvd Ste 950 Bethesda, MD 20892 Any personal data collected and/or used under this contract is subject to the Privacy Act Clause (FAR 52.224-2). The Contractor will use any Privacy Act information provided by the Government or other Government contractors for the purposes authorized by this contract only and for no other. The Contractor will not provide the information to any other person or entity, unless explicitly directed in writing by the Government. Each person providing service under this proposal will be required to sign a document of understanding stating that he/she understands and will comply with Privacy Act requirements. The Government intends to make a single award based on the lowest price technically acceptable offeror to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government, technical and price factors considered. The Government reserves the right to make an award to that offeror whose proposal provides the best overall value to the Government.
