No: QEW60021 Solicitation Number: NHLBI-PB-AR-2006-334/BNJ Solicitation Type: Noncompetitive Suggested Source: Dwayne McCully Title: Other Computer Related Services THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI) Consolidated Operations Acquisition Center (COAC) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) http://www.niams.nih.gov, intend to negotiate and award a purchase order on a noncompetitive sole source basis to Dwayne McCully, 6303 Knollwood Dr, Frederick, MD. 21701, to provide administrative and technical support to the National Institute of Musculoskeletal and Skin Diseases, and the Technical LAN Coordinator. Sole Source Determination: Specifically Dwayne McCully is uniquely qualified for this requirement because of his experience providing Information Technology support to the National Institutes of Health in the areas that are listed below; therefore he has the skills, experience, and expertise to provide the IT support that is required. There are no other experts with his extensive qualifications and his experience with the NIAMS?s systems. He has extensive experience in providing direct support to NIH Lab Investigators, Staff Fellows, and Post Doctoral Staff in the usage of each product or system named in this synopsis. He has assisted MSC/Rigaku Field Engineers in the installation and the diagnostic tests of the X-ray detectors, software, and hardware components. Dwayne McCully has a vast knowledge of the NIAMS much demanded application (Oracle DBA) for Oracle Database/Application Sever Administration, UNIX (SGI, SUN, Red Hat/SUSE Linux) support, PC_Microsoft Windows XP/2003 Server support, SGI Octane support, O2/Sun workstations/servers support, C and FORTRAN language support, Shell and PL/SQL development and maintenance, support for X-ray crystallographic related software (O, CNS,SHELX, X-plor, CCP4, SHARP, Solve, Ribbons, Molscript, Xtalview, HKL2000, SnB, Crystal Clear) and other related X-Ray crystallographic software, web page development and maintenance, and X-ray Crystallographic system support. The sole source determination is based upon the knowledge, skills and expertise possessed by Dwayne McCully. An award to any other source would affect the Institute?s ability to provide the Information Technology support required, and would not provide any cost savings to the Government. Selection Criteria: Responses to the synopsis will be evaluated on their 1) understanding of the technical requirements, and adequacy of their proposed approach; Experts in this Field must have in depth knowledge of the NIAMS?s Office of Science and Technology, and experience with installing, upgrading, and maintaining Unix-like operating systems, such as Silicon Graphics IRIX and Red Hat Linux, maintain programs written in C or FORTRAN programming languages, working with various vendors utilizing service support contracts for hardware support, installing and maintaining crystallographic related software such as O, CNS, SHELX, X-PLOR, CCP4, SHARP, RIBBONS, MOLSCRIPT, SOLVE, HKL2000, SnB, XTALVIEW, and CRYSTALCLEAR, performing routine scheduled tasks to include data backups, system upgrades, and troubleshooting, and installing SGI operating system components to support crystallography software. 2) Qualifications of Personnel. Documented experience, qualifications to include licences/certifications, and availability of proposed personnel. Supporting materials should include a curricula vita containing all relevant experience of proposed personnel as related to the requirements. 3) Past Performance. Experience of proposed personnel and the organization as it pertains to the requirement and past performance reports from previous contracts. Experience in projects similar to description in the synopsis. At least three (3) references documenting past performance experiences and the successful completion of projects is to be submitted. Duties Include: 1) Oracle Database Administration support 2) Oracle Applications Servers support 3) Install or upgrade X-ray crystallography software on existing SGI systems 4) Install or patch SGI operating system components to support crystallograhy software 5) Install or upgrade Red Hat operating system on PC workstation 6) Install X-ray crystallography software on Red hat Linux or SGI workstations 7) Patch operating systems, databases, or crystallography software when appropriate. Tasks assigned will be completed on and off site during none business hours to minimize disruptions to government operations. Period of Performance: The proposed period of performance for this service is to began in September of 2006 for a total of (640 clock hours). This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition requirements are not applicable to this acquisition. The North American Classification System (NAICS) code applicable to this requirement is 541990. This notice of intent is not a request for competitive proposals. Interested parties are required to review the above requirements, and submit a statement of interest which includes; firm fixed priced documentation of the capabilities of meeting the Governments requirements; at least (3) references documenting successful past performance in meeting the Government?s minimum specification; and a proposed plan. The submission is due 10 days after the posting, 08:00 am. The submission must also include any prompt payment discount terms, the Duns & Bradstreet number (Duns), the Taxpayer Identification Number (TIN) and the vendor?s business size. The vendor must also register in the Government?s Contractor Registry System, www.ccr.gov. The determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
