Description
RFQ-NLM-06-196-UHP AMENDMENT THREE (3) This amendment is in response to questions received via email. #23. Can you tell us how many people would be participating in the workflow process? Total users. Answer: Approximately 100. #24. How many pages of paper or electronic files would need to be controlled with the system, either monthly or yearly? Answer: Not determined at this point. The NIH Guide for Grants and Contracts Publishes approximately 810 documents each year, so there should be at least that many published documents moving through the system in a given year. #25. Any requirement for special reports needing to be generated by the system? Answer: This question will be answered at the completion of Phase I. #26. Any conversion required from a current system, either paper or data? Answer: Data is currently stored in an MS SQL database. We are hopeful that the contractor will be able to more fully develop the existing database to accommodate the additional functionality required. #27. SERCH operates on servers at the NIH Data Center, our assumption is you would utilize those servers. Answer: This is one document management solution used at NIH, however, this would not necessarily be leveraged for this project. That question is to be answered by the contractor in Phase I. #28. In response to question 20, a response was given that resumes are not counted in 15-page response. Does the 15-page limit for Technical Approach section (25 points) include Past Performance (50 points) and Experience ? proposed personnel (25 points) or these not included in 15-page count. Please clarify this. Answer: Everything else is included in the 15 page count, resumes are the only exclusion. #29. It is assumed that cost proposal to be developed in response to section D of RFQ is not included in the 15-page count though it can be in the same document (question 16 response). Please clarify this. Answer: Technical and Cost proposal are included in the 15 page count, r?sum?s are the only exclusion. #30. Are there any font type, size, and margin requirements for the technical and cost sections? Answer: There is not. #31. We typically perform projects similar to the proposed Phase I on a fixed-price basis. Would you accept a firm, fixed price quote for Phase I as a way to minimize the cost risk for NLM? Answer: Please submit both (fixed-price and time & material). #32. The page limit was addressed in Amendment 2, #20. However, please clarify: Does the 15-page limit apply to the technical approach section only, the entire proposal body excluding Appendices, or the entire proposal with Appendices? Answer: Technical and Cost proposal are included in the 15 page count, appendices are excluded.
