Description

This is a combined synopsis/solicitation for Commercial Items, prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation. Price quotes are being requested and a written solicitation will not be issued. This solicitation, HSCG81-06-Q-YT146, is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-26. Federal Acquisition Regulation (FAR) clauses and provisions are available via Internet address: http://www.arnet.gov/far/. This acquisition is 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) is 721110 and Small Business Size Standard is $6.0M. Offers are solicited from small business concerns. Offers received from business concerns that are not small business may be considered only in the event that no quotes/proposals are received from small business concerns. ITEM DESCRIPTION: Contract Line Item No. (CLIN) 1 ? Lodging, 8 single-occupancy rooms for 14 nights, from September 17, 2006 (check in) through September 30, 2005; CLIN 2 ? Lodging, One single-occupancy rooms for 7 nights, from September 24, 2006 (check-in) through September 30, 2006; CLIN 3 ? 10 single-occupancy rooms 28 nights, from October 01, 2006 through October 28, 2006. All lodging rooms shall be furnished with linens, housekeeping, telephone, cable T.V. services, and parking. The geographic location for consideration is limited to lodging facilities on the Portsmouth side of the Elizabeth River, and located within 12 mile from the U S Coast Guard Atlantic Area Office (LANTAREA), 431 Crawford Street, Portsmouth, VA 23704-5004. Travel routes from the lodging facility to LANTAREA and back shall be through main highways and not through a tunnel. Include in your proposal the name of the lodging facility and distance (mileage) from the Atlantic Area Office, available amenities (at no additional cost), check-in and checkout times, and cancellation policy, before and during occupancy period. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price, past performance, quality, and other factors considered. OFFERS will be considered from Offerors whose lodging facilities ARE COMPLIANT WITH THE HOTEL AND MOTEL FIRE SAFETY ACT OF 1990. OFFEROR SHALL INCLUDE THE LODGING FACILITY?S FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) NUMBER, WHICH IS REGISTERED WITH THE U S FIRE ADMINISTRATION. All offers will be evaluated in accordance with the Simplified Acquisition Procedures, FAR Subpart 13.106. The provisions of FAR Clauses 52.232-18 Availability of Funds, 52.212-1 Instruction to Offerors-Commercial Items (JAN 2004), 52.212-4, Contract Terms and Conditions-Commercial Items (OCT 2003), 52.215-5 Facsimile Proposals (Oct 1997), 52.219-6, Notice of Total Small Business. The provisions of FAR Clause 52.212-3 Offeror Representations and Certifications ? Commercial Items (May 2004) shall be completed electronically via the Business Partner Network (BPN) web site at http://orca.bpn.gov. An offeror shall include in its proposal a statement indicating the online representations and certifications are incorporated in its offer, are current, accurate, and complete as of the date of its proposal.
