- WA PFH 216-1(1), MISSION RIDGE ROAD, Wenatchee National Forest, Chelan County, Washington. THIS SOLICITATION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation, MUST submit their information by e-mail to contracts@mail.wfl.fhwa.dot.gov or by fax to 360.619.7932 for receipt by 5:00 pm local time on SEPTEMBER 19, 2006. (NOTE: Should your HUBZone firm fail to respond by this deadline, you may still submit a bid/offer.) Your submission must include the following: (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) your date of HUBZone small business certification; (c) a statement of your bonding capability, including both single and aggregate totals; and (d) a listing of your experience in work of similar type and scope, including contract numbers, project titles, dollar amounts, and the names and phone numbers of points of contact for the contracting entity. This agency will NOT contact respondents for missing data, so it is imperative that you include sufficient detail on all of the above points. A decision on whether this project will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps. PRELIMINARY PLANS and a letter for additional information regarding the plans are in electronic format only and are provided with this synopsis. THE PROJECT INCLUDES Construction Survey and Staking; Contractor Quality Control and Assurance, Contractor Sampling and Testing; Construction Schedules; monuments & markers; soil erosion control devices: check dam, straw bale, sediment trap, soil stabilization, silt fence, sediment wattle; 3,000 Mgal watering for dust control; 25.6 acres clearing & grubbing; Remove: 3,000 lf guardrail; 25 delineator; 55 signs; 30 pipes; 71,417 cy roadway excavation; 2,250 cy subexcavation; 125 lf berms; 2,250 cy structure backfill; 20,000 lf riprap ditch; 1,221 cy riprap; 35 ea boulders; 650 sy rockery wall; 4,500 sf gabions; 70,000 sf MSE walls, welded wire face; 50,000 t subbase grading B; 675 t roadway aggregate, method 1; 31,500 t crushed aggregate; 315 t emulsified asphalt, grade CSS-1; 13,575 t superpave hot asphalt concrete pavement; 35 t asphalt tack coat; 3 cy concrete; 2,825 lf culverts; 52 ea end sections; 500 lf standard underdrain system; 11 ea cleaning culvert in place; 16 sy paved waterways; 1,700 lf concrete curb, 4 inch depth; 10,900 lf guardrail; 1,500 lf concrete barrier; 2 ea remove & reset gate; 2 ac placing topsoil, 4 inch depth; 2,000 sy rolled erosion control produce, type 3.b; 700 sf sign system; 45 ea delineator, type flexible; 172,500 lf permanent pavement markings; 7,040 flagger hrs; 770 pilot car hrs; 20 ea fixture, mailbox; 145 lf roadside development, culvert interior treatment; and other smaller items of work. PROJECT IS LOCATED approximately 8 miles SW of Wenatchee, Washington. Work shall be completed by October 1, 2008. Estimated PRICE RANGE is over $10 million. The DOT Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOTs Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
