FUNDS ARE CURRENTLY NOT AVAILABLE FOR THIS REQUIREMENT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.eps.gov/ Solicitation F2Q3636214A300 is issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-11, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20060711 and Air Force Acquisition Circular (AFAC) 2006-0515. This acquisition will be 100% small business set-aside under NAICS code 336999. The 1st Contracting Squadron has a requirement to procure a Marsh Master II Model MM-2C Amphibious Tracked vehicle, with a mower, rotary, PTO driven, aluminum 76-inch cutting width., roll-on trailer, overhead storage rack, spray rig hydraulic 110 gallon. To include all applicable shipping and delivery charges. The contractor shall provided either the vehicle specified above or equivalent alternative that meet the Government statement of work. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1.technical capability of the item offered to meet the Government requirement and 2. price. Offerors need to be properly registered in ORCA in accordance with FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. MARSH MASTER II MODEL C AMPHIBIOUS TRACK VEHICLE WITH MOWER 1. Scope of Work: The contractor shall provide all management, tools, equipment, parts, and labor necessary to acquire and deliver the Coastal Machinery, Inc. Marsh Master II Model MM-2C Amphibious Track Vehicle with hydraulic powered rotary cutter attachment to Langley AFB. 2. Service Delivery Summary The objective of the contract is to supply Langley AFB with the Coastal Machinery Incorporated Marsh Master II Model C amphibious track vehicle with rotary cutter and transport trailer. The contractor shall provide a diesel powered tracked all-terrain amphibious vehicle with a hydraulic rotary cutter for the purposes of accessing marsh and tidal fringe areas for the application of herbicides to control invasive plant species and to accomplish mowing of dead vegetation for the overall purpose of habitat restoration. The amphibious vehicle, trailer, and cutter must meet the following minimum specifications as follows: a. Body - Unit must be 14?-6? in length and 8?-0? in width constructed of all-welded 1/8? aluminum with 3/16? high strength bottom resulting in an overall GVW of approximately 5,200lbs without rotary cutter. Ground clearance shall be 32?. Fuel tank shall be of aluminum construction and have a 15 gallon capacity. An overhead storage rack shall be provided. All non-welded fixtures and parts shall be affixed with stainless steel fasteners. A three point hitch attachment shall be provided. Additional body specifications are listed on the attached manufacturer?s specification sheet. b. Drive System ? shall be powered by an 87 horsepower four cylinder VM/Detroit turbo diesel engine coupled to twin hydrostatic transmissions and direct drive final drive motors. A thermostatically controlled cooling system shall be provided for hydraulics. A side by side radiator/hydraulic oil cooler with 400mm pusher fan shall be provided. Additional drive system specifications may be listed on the attached manufacturer?s specification sheet. c. Speed ? 8 mph on land and 2 mph in water. d. Track System ? shall consist of 28? wide aluminum cleats, two 10? wide low stretch rubber belts per track, four rows of urethane drive lugs and track guides per track, four drive sprockets per track, 16 10? bogie wheels per track, and 8 double sealed oil filled bogie wheel shaft and bearing assemblies per track. Additional track system specifications may be listed on the attached manufacturer?s specification sheet. e. Electrical System ? 12 volt battery secured in an enclosed compartment. Automatic shutdown for low engine oil pressure shall be provided. Gauges and warning lights shall include engine temperature, high temperature warning light, engine oil pressure, low pressure warning light, hydraulic temperature gauge, hydraulic high temperature warning light, voltmeter, charge light, tachometer with hour meter, fuel gauge. Two front lights and two rear lights shall be provided. A 12 volt auxiliary receptacle shall also be provided. Additional electrical system specifications may be listed on the attached manufacturer?s specification sheet. f. Winch ? a front mounted 8,000 lbs hydraulic winch with 100? of 5/16? cable shall be provided. g. Auxiliary Hydraulic Circuit ? 6 gpm at 2,500 psi. h. Trailer ? 9,950 lbs. load capacity 27-ft LOA with 6? hot-dip galvanized steel channel frame construction, 8?-0? x 19?-6? tilt-body 36? high deck of 2?x10? treated pine powered by a 3? hydraulic cylinder, dual (2) 6,000 lbs. axles, 750-16LT tires, 12? hydraulic surge brakes on each wheel (electric brakes optional), spare tire mounted on rim affixed to tongue, 5,000 lbs. Bulldog tongue jack, 10,000 lbs rated 2-5/16? diameter ball-type hitch coupler with hydraulic surge actuator with breakaway control, safety chains, six-way light connector, DOT compliant lighting and reflector package - road legal i. Rotary Cutter Specifications ? A 76? wide, twin spindle, hydraulically powered rotary mowing unit of aluminum construction and meeting the specifications on the attached manufacturer?s specification sheet shall be provided j. Warranty ? a factory direct warranty providing one (1) year parts and labor with a six (6) month performance guarantee shall be provided. k. Delivery ? FOB Langley AFB, VA.
