Action Code: Combined Synopsis / Solicitation Notice Class Code:  Information Technology Services Subject: Information Technology Services Solicitation Number: W74V8H-06-T-0174 Set-Aside Code: Small Business Response Date: Thursday, 1:00 p.m., Eastern Time September 21, 2006 Contracting Office Address: Contracting Center of Excellence (CCE), 5200 Army-Pentagon, Room 1-C243, ATTN: Regina Griffin, Washington, DC 20310-5200 Description: Contracting Center of Excellence (CCE) in support of the Information Management Support Center (IMCEN) HQDA, US ARMY has a need for information Technology service and support for IMCEN as specified in the document. All work will be in support of users wor king at IMCENS office building, 2530 Crystal Drive, Taylor Building, 9th Floor, Arlington, VA 22202. The Governments intent is to award, a Firm Fixed Price Contract for a 12-month period. The solicitation number is W74V8H-06-T-0174 and is issued as a re quest for quotation (RFQ). The NAICS Code for this requirement is 541512 and the small business size standard is $23M. The provisions at 52.212-1, Instructions to Offerors-Commercial applies to the acquisition. Offeror must include a completed copy of t he provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. Quotations will be evaluated the evaluation criteria outlined in the RFP. The Government anticipates awarding the contracts resulting from this combined synopsis/solicitation to the responsible vendors whose quotations, conforming to this synopsis/solicitation, offer the BEST VALUE to the Government. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The cla use 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. Quotations submitted must include a technical proposal to demonstrate how contract requirements will be accomplish ed. Quotations must be submitted by the Offeror on Company Letterhead, signed by an Official authorized to negotiate with the Government and sent to the address in the announcement. Answers to questions from industry will be answered in the form of an amendment. All referenced clauses are available for download at www.arnet.gov/far. The Solicitation Number W74V8H-06-T-0 174 may be viewed and downloaded on 13 September 2006 at the Contracting Center of Excellence (CCE) Website: http://dccw.hqda.pentagon.mil/services/RFP1.asp Any amendments to this solicitation will be posted on the above website and may be downloaded as needed. An evaluation team will review each technical proposal following the included evaluation criteria which is included in the Solicitation #W74V8H-06-T-0174. Delivery of Proposals: Offerors shall only submit proposals via electronic delivery through internet email to Contracting Center of Excellence, Attn: Regina Griffin, at regina.griffin@hqda.army.mil not later than Thursday, 1:00 p.m., Eastern Time September 21, 2006. Proposal Submission: Offerors must propose on the entire PWS. Technical proposals submitted in response to this RFP should contain comprehensive responses to the requirements to enable the Government to determine the suitability of the offeror to meet the requirement. Genera l statements that the offeror understands the requirement or simply restating the requirement as described in the RFP will not be accepted.
