Description

U.S. Army Space and Missile Defense Command intends to issue a contract to Research Systems Incorporated, DBA ITT Visual Information Systems, Boulder, CO through solicitation no. W91260-06-T-0019 pursuant to the authority of FAR Parts 6.3, 12 and 13. 501(a) Sole Source Acquisitions. Research Systems Incorporated, DBA ITT Visual Information Systems will be providing one (1) year ENVI Software Maintenance and Support renewal for SMDC/ARSTRAT G2 Spectral Operations Readiness Center, Peterson AFB Colorado. The required ENVI software maintenance and support renewal consists of: (1) upgrading to ENVI UNIX Floating Network Licenses, (2) ENVI - NITF Module Floating LIcense maintenance, (3) ENVI FLAASH Unix Floating maintenance, (4) ENVI FLAASH Windows Floating and Node Locked maintenance renewal, and (5) ENVI+IDL Windows Node Locked maintenance and technical support renewals. Period of performance for this effort will be 1 year from date of award of contract. This is a combined synopsis/solicitation for commerci al items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. The proposed contract action is for ENVI software maintenance and tehcnical support renewal for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Research Systems Incorporated, DBA ITT Visual Information Systems manufactured this software and is sole source provider of ENVI software maintenance and support. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisi tion. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisi tion. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal.
