Description
This is a Request for Information (RFI) soliciting detailed cost and technical information for the development of a common workstation design that will meet all technical requirements for the new Shipboard Data System (SDS) (FY12-Fleet install); new Fire Control Targeting Subsystem (TSS) (FY12-Fleet install); Fire Control Data Entry Subsystem (FY13-Fleet install); and, the Navigation Workstation (FY13-Fleet install), which are all part of the SSBN Strategic Weapon System (SWS). Additionally, this design will be used for the Shipboard Data System (SDS) and the Launch Control System refresh (FY12- Fleet install), which are part of the SSGN Attack Weapon Control System (AWCS). Respondents are requested to provide a specific technical approach and cost estimate for the development of the common workstation including expected technology challenges and proposed solutions to those challenges. The responses should prioritize meeting technical requirements and cost as the most significant factors while meeting schedule requirements. While respondents are requested to submit a specific approach, options or variations of an approach are also encouraged in order to present the Government with technically feasible options available to achieve a shipboard subsystem design that meets SWS and AWCS technical requirements and shipboard commonality. Responses from the current SWS and AWCS shipboard community are strongly encouraged. All responses to the subject RFI must meet the following minimum requirements and accommodate the following aspects of the SWS shipboard subsystem: Design shall meet technical requirements in OD61988 (SP23 Programs Environmental, Ship Interface, Security and Safety Requirements) Revision B; Design and deployment requirements and technical and program management will be in accordance with OD 61424 (Process for Design and Deployment of Hardware and Software Changes to SP23 Programs) Revision E and OD 63768 (Strategic Weapon System Requirements for Common Elements) Revision 0; and, Information Assurance requirements in accordance with SSPNOTE 5239 (SSGN Attack Weapon System Information Assurance). Respondents must include all of the following information in their submittals: Rough Order of Magnitude cost for development; Demonstrated knowledge and experience with nuclear weapon safety requirements, conventional weapons safety and design of Trident strategic weapon/launch control systems and Trident conventional launch control systems; Technical approach, description and sketch of the concept design and proposed technologies and standards to be used; and, Demonstrated knowledge and experience with Information Assurance and DITSCAP implementation. Any proprietary data that is included in the response shall be marked appropriately. All responses shall be limited to 150 pages. Responses to this notice shall be mailed or submitted electronically.
