- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Change Division (CCD) in Washington, DC intends to award a Purchase Order to Pennsylvania State University, of University Park, PA, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to procure contractor support for the development of probabilistic, dynamic representation of abrupt change in the Meridional Overturning Circulation (MOC) of the Atlantic Ocean in response to anthropogenic forcing of the global climate system. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that the Department of Geosciences of Pennsylvania State University is uniquely qualified to satisfy the Government's requirement as they are the only in-depth experts on ocean modeling, including MOC, working with simple models capable of being integrated into the existing EPA Climate Change Risk Assessment Framework (CCRAF) model. Under this Purchase Order, EPA will receive: 1) A scientifically sound MOC model, including model code and documentation; 2) A research article, submitted for publication in a peer-reviewed scientific journal, providing independent, external peer review; and 3) Advice on integrating the MOC model into an existing EPA model, the CCRAF. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement, as stated herein, may submit a response, which, if received by the response date of this announcement may be considered. Responses to this posting must be in writing and submitted to Nicole Humphrey, Contract Specialist at humphrey.nicole@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
