Sources Sought for Technology Transfer Support THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a "market search" to determine potential Small Business sources in preparation for a future procurement. The EPA has a need for a contractor to provide the Office of Research and Development (ORD); National Risk Management Research Laboratory (NRMRL) technical support to ensure the implementation of environmental regulations and risk management strategies at the national and local levels specifically in the areas of technology transfer and information transfer. Technical support encompasses support needed to create, compile, synthesize, and disseminate key technical information products for protection and restoration of environmental quality. In this context, the presentation, discussion, packaging, and distribution of the information is as important as the information itself. Specific areas to be addressed in capability packages are as follows: (1) Experience in preparing technical manuals, handbooks, user's guides, technical meeting publications, and electronic technology transfer products (models, databases, multimedia presentations, web-based information); (2) Experience conducting technical meetings and securing technical experts to accomplish meeting objectives; (3) Experience and organizational structure that supports managing a diverse technology transfer program in a rapidly changing environment that must be responsive to short term, quick turnaround requirements for 40 to 50 simultaneous projects as well as managing other long term highly technical technology transfer efforts; (4) Experience with and availability of computer software and hardware for data gathering, modeling, and computer-based technology transfer product development; electronic communication capabilities (computer networking systems); software for document production, desktop publishing, graphics production; audiovisual equipment; electronic communication equipment; (5) Experience working with multiple offices on a national, state and local level, academia and the private sector and (6) Experienced staff with expertise in the following areas: current environmental issues, regulatory interactions, ecological concerns, engineering and chemical processes, but not limited to these areas. The successful contractor shall provide all necessary labor, materials and services in support of the efforts delineated by the Performance Work Statement (PWS). A draft PWS can be obtained from the OAM website, http://www.epa.gov/oam/cinn_cmd/. It is anticipated that the contract will be a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) starting in August 2007 with a one year Base Period and four Optional Periods of 12 months each. Approximately 60,000 LOE hours are anticipated for each contract period for a total of 300,000 hours. The applicable NAICS code is 541620 with a size standard of $6,500,000. ANY INTERESTED SMALL BUSINESS FIRM should submit a capability statement which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. The EPA reserves the right to set this action aside for small businesses. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources source synopsis.
